Scripture needn’t be lengthy to be powerful, and here, in Job’s threefold declaration, is inspired proof.He knows. What does God know? As the Alpha and the Omega, God knows the beginning from the end and everything in-between (Isaiah 46:10). From first breath to dying day, He knows the storms that buffet and situations that vex. He knows how frail we are (Genesis 3:19) and moves in our lives with care. God’s knowledge is intimate and exhaustive (Psalm 139), and He wisely chooses our paths.

He tests. We naturally shy away from discomfort, which leads me to believe that not many Christians venture to pray, “Dear Lord, please test me.” But if we pondered the potential in testing and trusted the motivation behind it, perhaps we would pray as King David did. “Examine me, O LORD, and prove me; try my mind and my heart. For Your lovingkindness is before my eyes, and I have walked in Your truth” (Psalm 26:2-3).I shall. 

When testing comes, and things are dark, the flame of biblical truth lights our way—God’s testing is never for naught. Trials work for us, not against us, and when handled rightly, the outcome is pure gold—unadulterated, brilliant, pliable—easily conformed into the image of His Son (Romans 8:29). Such knowledge opens wide a sanctuary of courage and strength to every saint.

Believer, live boldly! We can be confident in the assurance that He knows.

 This Week In Canada: 

· US Ambassador to Canada Pete Hoekstra told the 2026 US-Canada Summit in Toronto last Thursday that President Donald Trump's threat not to renew the Canada-United States-Mexico Agreement should be read as a sign the Americans are open to offers and an invitation for Canada to make its case. The comments came one day after Trump said he was not looking to renew the pact, which faces a July 1st deadline to be extended for another 16 years under a clause Trump negotiated during his first administration. If the three countries do not agree to a renewal, the agreement enters a new phase of annual reviews.

Canada-US Trade Minister Dominic LeBlanc, who sent a notice letter earlier this month calling for a 16-year renewal, said Canada has put specific offers before the United States and downplayed the deadline, saying it is not a "cliff that everybody goes hurtling off". LeBlanc also said he expects bilateral deals between the US and Canada and between the US and Mexico alongside the trilateral framework.

Prime Minister Mark Carney said 85% of Canada-US trade remains tariff-free and that Canada sees advantages in keeping an integrated market across autos, forestry, steel, and aluminum.

• · Meanwhile, the Windsor-Detroit Bridge Authority postponed a ribbon-cutting for the Gordie Howe International Bridge that had been planned for last Friday, and Prime Minister Mark Carney confirmed Canada agreed to delay the opening at the request of the United States to resolve outstanding issues. The Canadian federal government paid $6.4 billion to build the bridge, which connects Windsor and Detroit and is jointly owned with the state of Michigan. President Donald Trump has threatened to stall the opening until the US is compensated and has demanded a cut of toll revenue, despite Canada funding the construction.

Carney would not elaborate on the outstanding issues, but argued a delay of a few weeks is worthwhile for a bridge that will serve both countries for decades. Windsor Mayor Drew Dilkens urged the Prime Minister not to "go on bent knee" to get the bridge open, saying Canada should instead wait for a good trade deal with the United States. Ontario Trucking Association President and CEO Stephen Laskowski said the delay adds unnecessary inefficiency to the supply chain, estimating the bridge would deliver truckers roughly $20,000 to $100,000 in efficiencies per month, depending on fleet size.

• · Prime Minister Mark Carney unveiled a federal food security strategy at the Ontario Food Terminal in Toronto last Thursday, committing $3.2 billion over a decade to produce more food in Canada and make it more affordable. The plan puts $1 billion into a new Food Link Fund to support wholesale food terminals and food hubs, which allow independent grocers to buy food at competitive prices, with targets of opening two new terminals and establishing or expanding ten smaller food hubs by the end of 2028. It also sets aside $700 million over seven years to help greenhouses and other indoor food producers adopt new technology and reduce energy and operating costs. Funding for the Competition Bureau and Competition Tribunal will rise by $12.9 million annually to more closely monitor competition in a grocery market where five big supermarket chains control 75% of sales.

Carney said Ottawa will also crack down on surveillance pricing, where companies use data such as online browsing history to change prices for individual shoppers, with privacy legislation "ideally" tabled before the end of June. A senior official acknowledged the strategy sets no target price for groceries and does not define what affordable food actually is. Conservative Deputy Leader Melissa Lantsman said the government could reduce food prices instead by cutting taxes, pointing to the industrial carbon tax and inflationary spending as drivers of food costs.

• · Conservative Leader Pierre Poilievre launched an Alberta-wide campaign themed around a strong Alberta within a united Canada, delivering a 25-minute keynote at the Royal Canadian Legion Branch No. 1 in downtown Calgary last Monday. Poilievre argued the province's separatism movement is the product of a decade of federal policies aimed at Alberta's oil and gas sector, including the carbon tax, the cap on oil production, clean electricity regulations, and the tanker ban off the northwest coast of British Columbia. He urged fellow conservatives not to abandon Canada, but also not to vilify those who want to leave, saying frustrated Albertans do not have a problem with Canada itself but with the federal government.

Albertans head to the polls on October 19th to vote on a series of referendum questions, including one asking whether the province should remain in Canada or pursue a binding referendum on secession. Alberta Prosperity Project legal counsel Jeffrey Rath dismissed the speech as "hollow rhetoric", arguing Poilievre does not understand how Canadian federalism disadvantages Alberta. Mount Royal University political science professor Duane Bratt said Poilievre hit a lot of the right tones by defending both Alberta and Canada, but called the speech overtly partisan.

• · The federal government is eliminating the Canadian Ombudsperson for Responsible Enterprise, the watchdog created under former Prime Minister Justin Trudeau in 2019 to investigate alleged human rights abuses, including forced labour, by Canadian companies operating abroad. Prime Minister Mark Carney said last Thursday that the decision was made months ago, though no government official appears to have announced it. The position has sat vacant for more than a year, and earlier the same day International Trade Minister Maninder Sidhu told the House of Commons a decision on the office would come "in due course". Carney defended the cut by noting the watchdog launched only five investigations, just one of which led to recommendations being made to a company.

Critics had argued the office lacked the powers to carry out its mandate, including the ability to compel documents and testimony from companies. The elimination comes after the Trump administration announced tariffs on Canada and other countries for allegedly lacking effective enforcement rules around goods made with forced labour, with the federal government expected to table legislation strengthening its enforcement to keep such goods out of Canadian supply chains.

 This Week’s Action Item: 

The federal government has tabled Bill C-34, the Safe Social Media Act, which would restrict social media accounts for children under 16 unless platforms can show they have made their services safe, impose new safety obligations on AI chatbots, and create a Digital Safety Commission with penalties of up to $10 million or 3% of a company's gross global revenue.

Let's cut through the press release language and look at what's actually being proposed here—because what Carney's selling and what's in the fine print are two different things.

The Grocery Gimmick: A Line-by-Line Autopsy

The Headline Numbers Are a Joke

$3 billion over 10 years. That's $300 million a year. For context, Canadians spend roughly $150 billion annually on food retail. This program represents 0.2% of annual grocery spending spread across an entire decade. It's not a strategy—it's a rounding error dressed up in a hard hat and high-vis vest.

If Carney genuinely believes $300 million a year will meaningfully restructure Canada's food distribution system against five retailers who collectively control 75% of the market and pull in over $100 billion in revenue annually, he's either lying or he's never run a spreadsheet. My money's on the first option.

The "Competition" Shell Game

The $1 billion for food terminals and hubs sounds reasonable until you ask who builds them, who operates them, and who captures the margin. The government doesn't build food terminals—developers and logistics firms do, often the same ones already embedded with the Big Five grocers.

What actually happens: public money flows to private infrastructure that gets captured by the same consolidation it claims to fight. The independent grocers this is supposedly for don't have the capital to anchor a terminal. Loblaw and Empire do. Three years from now, we'll read Auditor General reports about how "competition infrastructure funding" disproportionately benefited firms already dominating the market. This script has been performed before.

Greenhouses: Good Idea, Wrong Hands

The $750 million for greenhouses and hydroponics is the one genuinely useful piece—Canada should be growing more domestically, and controlled-environment agriculture is the way to do it in a northern country. But here's the problem: government-directed capital allocation in agriculture always picks winners badly. The money goes to well-connected operators who hire Ottawa consultants to write their grant applications, not to the innovative small growers who actually need it.

Worse, the greenhouse push is being tied to the same "green" regulatory framework that's been strangling Canadian agriculture. Carbon pricing on heating costs for greenhouses? Still there. Fertilizer restrictions? Still coming. So we're subsidizing greenhouse construction with one hand while taxing greenhouse operations with the other. The net effect is negative for anyone who isn't a grant-writer.

"Speeding Up Approvals" = Centralizing Control

This is the sleeper line in the announcement and the most dangerous one. "Speed up approvals for seeds, feed, fertilizers and veterinary products." Translation: we're going to harmonize our approval processes with international frameworks, which means Canadian regulatory sovereignty gets traded away for "efficiency."

What this actually delivers: faster approvals for the Bayer-Monsantos and Syngentas of the world, not for the small seed breeders and independent feed producers. The backlog they're talking about reducing? It's the one protecting Canadian agriculture from products approved in jurisdictions with lower safety standards. Speed is the enemy of safety in regulatory systems, and "cutting red tape" in this context almost always means cutting public protections.

The Real Problem Carney Won't Touch

Carney says grocery prices are up 35% since 2019. He's right. But what he won't say is that monetary policy created this crisis. The Bank of Canada—where Carney was Governor before heading to the Bank of England—printed hundreds of billions of dollars during COVID through quantitative easing. That money didn't go to farmers or independent grocers. It went into financial assets and real estate, driving up the cost of everything, including the commercial leases and fuel costs that food distributors pass on to consumers.

The carbon tax alone adds thousands of dollars to the cost of moving food from farm to shelf in a country as geographically dispersed as Canada. Fuel surcharges hit every link in the supply chain. Carney's solution isn't to remove those costs—it's to layer subsidies on top of them, which is like pouring water into a bucket with a hole in the bottom and calling it a filling strategy.

The "Superpower" Lie

Carney says Canada is "an agricultural superpower" and in the same breath admits we import 90% of fresh fruit and nuts and 70% of vegetables. That's not a superpower. That's a resource colony—we export bulk commodities (wheat, canola, lentils, pork) at global commodity prices and import value-added finished food products at retail markup. The entire Canadian food economy is structured to benefit processors and retailers in other countries while Canadian farmers get squeezed between global commodity markets and domestic regulatory costs.

This plan doesn't change that structure. It reinforces it by treating the symptom (high retail prices) instead of the disease (an economic model that ships raw product out and imports processed food back in at a premium).

What an Actual Food Sovereignty Strategy Would Look Like

Since Carney asked for the criticism, here's what's missing:

1. Break the grocery oligopoly, don't subsidize its competitors with taxpayer money. Competition Bureau needs teeth, not press releases. If five retailers control 75% of the market, that's a structural problem requiring structural remedies—divestiture, not terminal funding.

2. Kill the carbon tax on farm inputs and food transport. You cannot make food cheaper while taxing every mile it travels and every BTU used to grow it. Pick a lane.

3. Establish Canadian-owned processing capacity through tax incentives that actually favor domestic ownership, not "attracting investment from major manufacturers" (read: foreign multinationals who will extract profits and send them offshore).

4. Protect supply management where it works and stop negotiating it away in trade deals. The dairy and poultry boards are the one functioning example of Canadian food sovereignty, and Carney's Davos friends have been trying to kill them for decades.

5. Stop treating farmers as emissions problems to be regulated and start treating them as strategic assets. A nation that can't feed itself is a nation that takes orders.

The Bottom Line

This isn't a food security strategy. It's a political survival document from a government that has spent a decade making food more expensive through monetary expansion, carbon taxation, and regulatory accumulation, now trying to spend a tiny fraction of that damage back as a PR exercise. $300 million a year won't touch a $150 billion market. The infrastructure money will get captured by the same interests it claims to fight. The greenhouse money will flow to insiders. The regulatory "streamlining" will benefit multinationals.

Carney spent his career in central banking and global finance. He knows exactly how to structure announcements that sound substantial while delivering nothing. This is that skill set on full display.

Then Trump will return home for America’s 250th celebration, having just freshly signed a deal to bring peace to the Middle East, with the midterms around the corner and all the momentum.
