 This Week In Canada: 

· The House of Commons voted down a Conservative private member's bill on Wednesday that would have repealed the Oil Tanker Moratorium Act, which bars tankers carrying more than 12,500 metric tons of crude oil from ports along British Columbia's north coast. MPs voted along party lines at second reading, with only the Conservatives voting to send Bill C-264, from Calgary Signal Hill Conservative MP David McKenzie to committee. Prime Minister Mark Carney, who agreed with the British Columbia government in July to keep the ban in place, made a rare appearance after question period to vote against it.


Conservatives pointed to a proposal by Calgary-based Strathcona Resources to ship up to 250,000 barrels of oil a day by rail to Prince Rupert for export, which would need the ban lifted or an exemption, and Conservative natural resources critic Carol Anstey said her party was ready to amend the bill at committee to let the project go ahead. Alberta Premier Danielle Smith backed the repeal, while British Columbia's Conservative premier-designate, Lorne Doerkson, said he shares concerns that the ban applies only to Canadian shipping and not to other countries.

· The White House announced that it would remove its 50% tariffs on a range of Canadian products, including plywood sheets, some paper products, certain machinery and refrigeration equipment, and certain packing crates and boxes. Republican Senator Susan Collins of Maine, who first announced the change, said the exemptions cover packaging, specialized equipment, and other products crucial to her state's blueberry, potato, apple, and seaweed producers. The White House said it would also add other Canadian products to the tariffs, including certain valves, carpets, and waste products. Collins, who is in a tight reelection race against Democrat Troy Jackson in the midterm elections, said she would keep working with the administration to seek further relief and a broader trade agreement with Canada.

· Auditor General Karen Hogan has found that the Canadian Dental Care Plan has improved access to affordable dental care, but that payments to providers exceeded the initial budget by $1.1 billion across its first two years, a gap Health Canada covered by moving funds between years. Her report forecast a further shortfall of about $2.4 billion from 2026-27 to 2031-32, though Hogan said a newer actuarial update has since cut that estimate to $1.2 billion. The plan, first projected to cost $10 billion to $13 billion over five years, is now expected to cost $18 billion, and Health Canada has identified $434.8 million in claims tied to people who had private coverage and were therefore ineligible. The audit said the department could lower costs by changing the services the plan funds or its eligibility criteria, or could ask for more money. As of March 31st, 2026, 6.9 million of the 10.5 million eligible Canadians had registered and 4.2 million had submitted claims, with members paying an average of $264 out of pocket. A third of the nearly 5,000 providers surveyed said information about the plan was hard to find, and Hogan said 61,000 children in care cannot access it. Health Minister Marjorie Michel acknowledged the funding shortfall and said the government is looking at how to improve services while reducing costs.

· Government House Leader Steven MacKinnon told the Commons Finance Committee that the Canadian Transportation Agency has proven incapable of running the air passenger complaints system, which has about 97,000 unresolved complaints and typical waits of three years for a decision. Under Bill C-31, the government's second budget implementation bill, airlines would hire and pay designated adjudicators to decide passenger compensation disputes against themselves, replacing the current taxpayer-funded process. MacKinnon said the government believes it can eliminate the backlog in a reasonable period, though he gave no timeline, and that taxpayers should no longer bear the cost of the adjudications. Conservative MP Dan Albas noted that the government gave the agency $76 million over three years to increase its processing capacity and asked who has been held accountable, warning that airlines will pass the new costs on to passengers. The Canadian Automobile Association, Air Passenger Rights, Option Consommateurs, and Flight Claim have all opposed letting airlines choose who rules on complaints against them. Flight Claim CEO Jacob Charbonneau told a Senate committee in September that the agency rules for passengers in 57% of cases, but carriers pay years later with no interest or penalty.

· The European Union has dropped the idea of designating Canada an "associate member" after objections from several member states led by Germany, which called the term a red line, and including France, Italy, and Greece, according to a draft joint statement for the two-day Canada-EU summit. Instead, the draft says the two sides will work to define, by the 2027 EU-Canada summit, an ever-closer association of Canada to the EU short of full membership. European Commission President Ursula von der Leyen proposed the label in September, though it has no basis in the EU treaties, and one source said objecting states felt it was a confusing term for a country with no intention of joining. Prime Minister Mark Carney said on Tuesday that the title matters less than the difference the partnership makes to Canadians. Canada's ambassador to the EU, Jonathan Wilkinson, said the partnership will not mean broad-scale immigration, after Conservative Leader Pierre Poilievre warned it risks ceding Canadian sovereignty to costly European policies.

The French are no strangers to riots and revolution. What makes these recent bouts of violence different is the composition of many rioters, namely second and third-generation migrants...

What made last weekend’s riot interesting was the French government’s attempt to limit the damage that was sure to come. They tried this tactic by forcing the planned march to take place far away from the rich areas in Paris’ center and have it instead take place on the southeast side.


This plan actually worked in terms of limiting looting and random arson on buildings. I only saw one attempted break-in despite many stores not being boarded up.

Instead of stores, rioters focused on the police. A few fires were set but they stayed small due to the rain. The crowd attempted to form barricades in the road, but they were quickly rushed by officers to prevent the barricades from becoming solidified.

The French are no strangers to riots and revolution.


What makes these recent bouts of violence different is the composition of many rioters, namely second and third-generation migrants. The question becomes, should the more radical elements succeed, what will France look like at the end of it?


The rioters are not only composed of the immigrants, but also French who are communists and anarchists. It is a perfect alliance that seeks to tear down and replace what it means to be French, at least in its current form.

 

It should be no surprise given the demographics and political atmosphere, the urge-to-riot virus is no longer contained in France. Belgium, Italy, and Spain have experienced riots in recent weeks, trying to emulate and show solidarity with France. The chaos is now in Germany. It may be only a matter of time before riots break out across the channel in the United Kingdom.

Euthanasia battle continues in Canada


 

Justice Minister Sean Fraser says the legislation would permanently exclude mental illness as the sole qualifying condition for Medical Assistance in Dying (MAiD).
