Thousands of foreigners’ criminal convictions forgiven by Ottawa over 11-year span, raising transparency concerns:

More than 17,500 foreigners have had their criminal convictions forgiven by the Immigration Department over the past 11 years, removing a bar to coming to Canada, federal government figures show. The disclosure has raised transparency concerns about the type of offences they committed.

 

Foreigners are, in general, inadmissible to Canada if they have been convicted of an act that is considered a criminal offence in this country. But Immigration, Refugees and Citizenship Canada (IRCC) has the power to grant an exception if five years have elapsed since a person was convicted or finished a sentence.

 

Government figures show that in the 11 years up to and including 2024, 17,600 people convicted of criminal offences abroad were considered “rehabilitated” by IRCC. This meant they were able to apply to enter Canada, including through work and study visas, as permanent residents or visitors.

 

IRCC has not, however, released a breakdown of the kind of criminal offences that were forgiven. It said in a statement to The Globe and Mail that the Immigration Minister would be involved in decisions relating to the most serious offences.

 

Last year, 1,390 people had their criminal convictions forgiven by IRCC, while 105 applications were refused. In 2023, 1,505 people were considered to have been rehabilitated, while 70 applications were rejected.

 

Conservative immigration critic Michelle Rempel Garner said there needs to be more transparency about the type of convictions being forgiven and the circumstances of each case “if the public is going to have any confidence in the immigration system’s vetting process.”

 

“There have been questions about the adequacy of vetting of many classes of people entering Canada,” she said, adding that she may raise the issue at the Commons immigration committee when Parliament returns from its summer break.


Foreigners applying to have their crimes forgiven must show that they are unlikely to take part in future criminal acts, according to IRCC.


The department considers the number of offences and the circumstances and seriousness of each one, IRCC said, as well as the applicant’s behaviour since the crime was committed.

 

IRCC said it also looks at the “support they receive in the community,” as well as the applicant’s current circumstances.


“The decision to approve or refuse an application for rehabilitation for less serious offences is generally made by an IRCC official with the appropriate delegated authority, while decisions for more serious offences are made by the Minister of Immigration, Refugees and Citizenship,” IRCC spokesperson Nancy Caron said.


To protect Canadians and in the interest of transparency, IRCC should be open about what type of convictions have been forgiven, said Richard Kurland, an immigration lawyer based in Vancouver.

 

In many cases – particularly convictions in authoritarian states for political offences – rehabilitating a person is justified, he said. Some crimes are minor, he added, and committed decades ago by people who have never reoffended.


But he said applicants convicted of “crimes against the person,” including sex offences and domestic violence, should face a higher level of scrutiny.

“If they enter Canada and cannot be removed for a considerable period of time, people could be at risk,” he warned.


The issue is highly relevant, he said, as people with criminal convictions facing deportation from the United States may seek to come to Canada.

 

U.S. President Donald Trump’s administration has been focusing its resources on deporting migrants with criminal convictions. Last week, it won a legal victory in the U.S. Supreme Court that allows the Department of Homeland Security to deport illegal immigrants to third countries, such as El Salvador, that have agreed to accept them.

 

“Receiving approval to overcome a criminal inadmissibility is only one part of determining whether or not a person can enter or remain in Canada,” IRCC’s Ms. Caron said. ”Once they have been approved for rehabilitation, they will need to meet the requirements for applicants seeking entry as a temporary resident or permanent resident.”

When the Black Death came to Europe:

An April 1561 broadsheet by Hans Glaser described a mass sighting of celestial phenomena or unidentified flying objects (UFO) above Nuremberg (then a Free Imperial City of the Holy Roman Empire). Ufologists have speculated that these phenomena may have been extraterrestrial spacecraft. Skeptics assert that the phenomenon was likely to have been another atmospheric phenomenon, such as a sun dog,[1] although the print does not fit the usual classic description of the phenomena.[2][3]

 

History

A broadsheet news article printed in April 1561 describes a mass sighting of celestial phenomena. The broadsheet, illustrated with a woodcut and text by Hans Glaser, measures 26.2 centimetres (10.3 in) by 38.0 centimetres (15.0 in). The document is archived in the prints and drawings collection at the Zentralbibliothek Zürich in Zürich, Switzerland.[4]


According to the broadsheet, around dawn on 14 April 1561, "many men and women" of Nuremberg saw what the broadsheet describes as an aerial battle "out of the sun", followed by the appearance of a large black triangular object and exhausted combattant spheres falling to earth in clouds of smoke.


The broadsheet claims that witnesses observed hundreds of spheres, cylinders, and other odd-shaped objects that moved erratically overhead. The woodcut illustration depicts objects of various shapes, including crosses (with or without spheres on the arms), small spheres, two large crescents, a black spear, and cylindrical objects from which several small spheres emerged and darted around the sky at dawn.

 

The broadsheet text

The text of the broadsheet has been translated by Ilse Von Jacobi as follows:

In the morning of April 14, 1561, at daybreak, between 4 and 5 a.m., a dreadful apparition occurred on the sun, and then this was seen in Nuremberg in the city, before the gates and in the country – by many men and women.


At first there appeared in the middle of the sun two blood-red semi-circular arcs, just like the moon in its last quarter. And in the sun, above and below and on both sides, the color was blood, there stood a round ball of partly dull, partly black ferrous color.

 

Likewise there stood on both sides and as a torus about the sun such blood-red ones and other balls in large number, about three in a line and four in a square, also some alone. In between these globes there were visible a few blood-red crosses, between which there were blood-red strips, becoming thicker to the rear and in the front malleable like the rods of reed-grass, which were intermingled, among them two big rods, one on the right, the other to the left, and within the small and big rods there were three, also four and more globes.

 

These all started to fight among themselves, so that the globes, which were first in the sun, flew out to the ones standing on both sides, thereafter, the globes standing outside the sun, in the small and large rods, flew into the sun. Besides the globes flew back and forth among themselves and fought vehemently with each other for over an hour. And when the conflict in and again out of the sun was most intense, they became fatigued to such an extent that they all, as said above, fell from the sun down upon the earth 'as if they all burned' and they then wasted away on the earth with immense smoke.

 

After all this there was something like a black spear, very long and thick, sighted; the shaft pointed to the east, the point pointed west. Whatever such signs mean, God alone knows. Although we have seen, shortly one after another, many kinds of signs on the heaven, which are sent to us by the almighty God, to bring us to repentance, we still are, unfortunately, so ungrateful that we despise such high signs and miracles of God. Or we speak of them with ridicule and discard them to the wind, in order that God may send us a frightening punishment on account of our ungratefulness.

 

After all, the God-fearing will by no means discard these signs, but will take it to heart as a warning of their merciful Father in heaven, will mend their lives and faithfully beg God, that He may avert His wrath, including the well-deserved punishment, on us, so that we may temporarily here and perpetually there, live as his children. Modern interpretations

According to author Jason Colavito, the woodcut broadsheet became known in modern culture after being published in Carl Jung's 1958 book Flying Saucers: A Modern Myth of Things Seen in the Skies, a book which analyzed the archetypal meaning of UFOs.[6] Jung expressed a view that the spectacle was most likely a natural phenomenon with religious and military interpretations overlying it.


"If the UFOs were living organisms, one would think of a swarm of insects rising with the sun, not to fight one another but to mate and celebrate the marriage flight."[7]

A military interpretation would view the tubes as cannons and the spheres as cannonballs, emphasize the black spearhead at the bottom of the scene, and Glaser's own testimony that the globes fought vehemently until exhausted. A religious view would emphasize the crosses.


Jung thinks the images of four globes coupled by lines suggested crossed marriage quaternities and forms the model for "the primitive cross cousin marriage". He also posited that it could also be an individuation symbol and that the association of sunrise suggests "the revelation of the light".[7]

 

Other events

·        1566 celestial phenomenon over Basel: A series of events on 27–28 July and 7 August 1566 reported in a Flugblatt (an early form of newspaper) as occurred in Basel, where red and black spheres have led to an apparent battle in the sky.

12,000 German companies went bust in six months – economic tracker

Corporate insolvencies have hit their highest level in a decade, a new study indicates

 

Germany endured the highest wave of corporate bankruptcies in a decade in the first half of this year, a study by economic tracking agency Credit reform has suggested.  

 

The first six months of this year saw some 11,900 German companies go bust, the study released on Thursday indicates. The figure represented a 9.4% increase over the same period last year,  according to the agency. Some 141,000 employees worked at the companies affected. 

“Despite some signs of hope, Germany remains mired in a deep economic and structural crisis. Companies are struggling with weak demand, rising costs, and persistent uncertainty,” 

 

Credit reform chief economist Patrik-Ludwig Hantzsch said.

The situation is expected to remain difficult as Germany continues to struggle with a recession that has dragged on for two years already. The wave of bankruptcies might ultimately increase in the next six months, given that the “persistently high level of insolvencies is increasingly triggering chain reactions,” Hantzsch warned.

While German GDP grew by a slight 0.2% in the first quarter of 2025, weak global demand and uncertainty in trade policies continue to take a toll on its economy.


According to a new survey conducted by the Ifo economic institute released this week, expectations have worsened among German exporters this month over uncertainty regarding a potential trade war with Washington. The US was Germany’s top trading partner in 2024, with bilateral trade in goods totaling €253 billion (around $280 billion), according to official data.


Earlier this year, US President Donald Trump imposed 20% tariffs on all EU goods, with 25% on steel, aluminum, and cars. When Brussels signaled its readiness to retaliate, most of the levies were put on hold for 90 days to allow for negotiations. A 10% base tariff and the 25% targeted duties remained unchanged. 


“The tariff threats from the US are still on the table. An agreement between the EU and the US has yet to be reached,” Klaus Wohlrabe, head of Ifo surveys, said, adding that the uncertainty has lowered exporters’ expectations, with the respective index falling to -7.4 points in June from -5.0 in May. The index measures how optimistic or pessimistic German manufacturing companies are about their prospects for selling abroad over the next three months.
