The decision to ban Maccabi Tel Aviv fans from attending their Europa League game against Aston Villa next month has led to a major row about two-tier policing. Why exactly is the arrival of several thousand Israelis in Birmingham expected to precipitate a major, violent riot? And shouldn’t West Midlands Police, rather than advising the local council that the ban should go ahead over safety concerns, have simply pledged to come out in force to allow the game to proceed as usual?

 

The outrage and apparent shock at this decision has been oddly fulsome. Sir Keir Starmer himself has not only denounced the ban but is so ‘angered’ that he is now working to overturn the move from Westminster. Starmer can’t be surprised though about West Midlands Police’s advice. The ‘community policing’ model – where policing happens with some fear and a great deal of favour, depending on who is being policed – has long been how UK forces have opted to deal with the pressures and frictions of multicultural Britain. Indeed, our demographics being what they are, de facto ‘two-tier’ policing is now baked into how the British state operates.

 

Birmingham saw this last year during the Southport unrest. First, there was a fierce countrywide crackdown on white working-class disorder, but when gangs of masked, armed Muslim men turned up in Bordesley Green in central Birmingham, they were given the run of the place. Journalists were menaced, with a Sky News broadcast van having its tires slashed. A mob attacked a family pub, forcing the terrified customers to barricade themselves inside. Outside, an innocent punter was attacked by several men and left with a lacerated liver.

 

Why had they been allowed to run riot? The next day, Emlyn Richards of West Midlands Police explained to Sky News that his force had met with ‘community leaders… to understand the style of policing that we needed to deliver’. That ‘style’ appeared to be remarkably hands off.

 

This was undoubtedly outrageous, two-tier behaviour by the police. Yet the law enforcement response was downstream of a larger problem: the grim fact that inter-ethnic rioting was taking place in English cities to begin with.

 

West Midlands Police also bears its share of responsibility for the most shameful example of two-tier policing, the grooming gangs scandal. By 2010, the force had become aware that men were approaching children at school gates to groom victims. But an internal report noted that the predominantly Pakistani-Muslim profile of the offenders and the predominantly white, female profile of the victims had ‘the potential to cause significant community tensions’. So the report was never published, only coming to light following Freedom of Information requests several years later. So-called community cohesion was prioritised over protecting these vulnerable girls.

 

Such a decision was of course despicable, but the fact is that those public order concerns didn’t arise in a vacuum. They stemmed from the fragile and fractious social environment that had arisen in multicultural towns in the north of England after decades of immigration. And while everyone can agree that the police’s approach to this scandal was wrong, it was not their fault that people in Britain were minded to carry out these appalling racially and religiously motivated crimes in the first place – it was down to politicians’ reckless decisions over decades.

 

Likewise, while West Midlands Police’s decision to prevent Maccabi fans attending this match undoubtedly puts the UK to shame, one has to recognise how the demographic realities of Birmingham have put public order in Britain’s second city in an extremely precarious position. It was not West Midlands Police that transformed Birmingham from 99.6 per cent white in 1951 to 42.9 per cent white British in 2021; nor is it their fault that Muslims comprise 70 per cent of residents of Aston Park, where Villa Park stadium is situated. The police did not make a Birmingham Imam issue an ‘Islamic Ruling’ that worshippers should ‘not show mercy to Maccabi Tel Aviv fans’. Nor did they sign the local petition to ban the Israelis from coming. It was local residents, concerned more about ‘Gaza’ than the bins, who elected Muslim sectarian MPs now crowing about ‘Israeli hooligans and terrorists’ being denied entry.

 

The focus on the police and the ‘optics’ here has the whiff of displacement activity. When commentators decry ‘cowardly cops’, it is perhaps worth spelling out what they are effectively calling for. For the police it means overtime and risking getting bottled or worse to maintain the façade that Jews are safe in Britain’s second city. It means ordinary British coppers policing a mini Israel-Gaza conflict on their doorstep to spare the blushes of those who insist we’re a harmonious multi-faith democracy, and that our diversity is our ‘greatest strength’. Surely by now it’s clear that it isn’t. And no amount of riot gear and pepper spray will make it so.

Call waiting

If you’ve worked with a contractor, a mechanic, a tailor or – apparently – Tom Waits, you’ve doubtless bumped up against the concept of the Iron Triangle. A job, it posits, can never be done quickly, cheaply and well. You have to pick two of the three.

 

But according to yesterday’s report from federal Auditor-General Karen Hogan, the Canada Revenue Agency has gone for a different approach: doing absolutely none of those things. In the last fiscal year, just 18 per cent of taxpayer calls to the CRA received a prompt answer, defined as 15 minutes or less of waiting around on hold. The average caller instead listened to tinkly music for half an hour – or lost patience and hung up, since the agency’s phone system doesn’t provide real-time updates on the wait. Incidentally, the contract for that phone system has quadrupled in cost over the past decade; the CRA will now pay IBM $214-million through 2027.

Worse still, when people do manage to get through to an actual agent, the information passed along is … not great. Between February and May, staff from the A-G’s office placed 167 calls to the CRA with general tax questions. When they asked about government benefits and business taxes, the answers were correct about half of the time. When they asked about individual tax matters, the accuracy rate plunged to 17 per cent.

 

The deflect effect

Bad advice, unanswered calls, a scathing AG report – this isn’t new terrain for the CRA. Back in 2017, then-auditor-general Michael Ferguson found the agency doled out incorrect responses nearly 30 per cent of the time. It also actively blocked more than half the calls it received from taxpayers, meaning people, on average, had to phone four times in a week to get someone on the line. That practice – sending callers to automated services, instead of to agents – is known as “deflecting.” This year, the CRA deflected more than four million calls in April alone, as Canadians hustled to meet the tax-filing deadline in a season filled with last-minute rule changes and tech woes.

The CRA, its union and the Taxpayers’ Ombudsperson, François Boileau, all agree on the culprit here: budgetary constraints that have slashed the agency’s call-centre work force. The CRA went on a hiring spree after the A-G’s unflattering 2017 report, then another one when the pandemic hit, employing more than 7,000 call-centre workers in 2022-2023. That same fiscal year, agents picked up the phone within 15 minutes at least 65 per cent of the time. But by May of 2025, call-centre staff had fallen to roughly 3,500 people. The Auditor-General reported they each received fewer than 30 minutes a year in training or feedback.

 

Progress under pressure

Maybe Finance Minister François-Philippe Champagne got tired of the tinkly hold music. Early last month, he gave the CRA 100 days to fix what he called “unacceptable difficulties” at its call centres, and the agency – no great surprise – moved quickly to staff up. More than 400 new service representatives were brought on, while roughly 850 employees saw their contracts extended. And it worked! Or, at least, it meant fewer deflections: On Monday, the CRA announced that agents now answer 77 per cent of their incoming calls, compared to 35 per cent in July.

 

The hiccup is that Champagne is also on a cost-cutting mission, issuing a summertime plea for federal cabinet ministers to find “ambitious” internal savings ahead of the 2025 budget. More specifically, they must reduce program spending by 15 per cent in the next three years. It’s unclear how the Finance Minister plans to square that mandate with the CRA’s need to boost head count – he skirted the issue when asked about it by The Globe’s Erica Alini. The federal budget, set to be released on Nov. 4, might offer some clues.

 

But it probably won’t offer an AI solution, because the CRA’s chatbot is proving a bit of a bust. Yesterday’s A-G report included a look at how Charlie, the AI bot launched in March, handled six basic tax questions, and Hogan wasn’t impressed. “Charlie’s responses tended to be brief, offering limited context and minimal additional information,” she wrote. Not just that: Charlie got four of those six answers flat-out wrong. You’d be better off flipping a coin.

– Something Massive Is About to Go Down

California Democratic Gov. Gavin Newsom is facing a wave of criticism following a high-profile appearance on late-night television in which he used incendiary language to describe federal immigration enforcement — just days before another deadly attack on an ICE facility.

Appearing on The Late Show with Stephen Colbert — a program recently canceled by CBS after declining ratings — Newsom described the work of Immigration and Customs Enforcement as a “Code Red” situation and suggested that people “push back” against the Trump administration’s immigration policies. His comments came as California implemented new legislation barring ICE agents from wearing masks to protect their identities, a bill passed by the state’s Democratic supermajorities and signed by Newsom himself.


“I fear that we will not have an election in 2028,” Newsom told Colbert on Tuesday. “I really mean that. At the core of my soul unless we wake up to the ‘Code Red,’ what’s happening in this country.”


Newsom’s rhetoric drew attention because it echoed months of sharp attacks by Democrats and progressive commentators who have described Trump administration officials and federal officers as “Nazis” or members of the “Gestapo” — Adolf Hitler’s notorious secret police. Critics say such language has helped fuel a surge of attacks on ICE facilities and personnel.


Just a day after Newsom’s appearance, another ICE detention center — this one in Dallas, Texas — came under gunfire from a radicalized young leftist who committed suicide after wounding two and killing one detainee. Federal investigators later confirmed that ammunition belonging to the shooter was marked with “ANTI-ICE” messages.


The timing and content of Newsom’s remarks provoked outrage on social media. “For a bunch of people that like to call everyone ‘Nazis,’ they sure do act like Nazis,” one user posted. Another wrote: “There have been so many defections from the Democrat party all that will be remaining will be extreme in their views. Very dangerous.”


Others accused Newsom of crossing the line from heated rhetoric to potential incitement. “Using language to incite rebellion. Sedition / Conduct or language inciting rebellion against the authority of a state,” one person wrote. “Gavin Newsom should face accountability of some sort,” another user said.


On Wednesday night, Fox News host Jesse Watters devoted part of his monologue to the issue, citing examples of left-wing violence against Republicans and the Trump administration while accusing Democratic leaders of either denying the problem or continuing to use “violent, inflammatory rhetoric.”


Vice President JD Vance also joined the chorus of criticism Thursday in a speech in North Carolina, specifically singling out Newsom and the left-wing media. Vance argued that such rhetoric misrepresents the work of ICE and directly fuels political violence like the deadly Dallas shooting.


“Here is what happens when Democrats, like Gavin Newsom did, say that these people are part of an authoritarian government,” Vance said. “When the left-wing media lies about what they’re doing, when they lie about who they’re arresting, when they lie about the actual job of law enforcement, what they’re doing is encouraging crazy people to go and commit violence.”


“When democratic politicians encourage doxing, when they encourage us to unmask ICE enforcement officers, what do you think is going to happen?” Vance asked.

He added: “You don’t have to agree with my immigration policies, you don’t have to agree with Donald Trump’s immigration policies. But if your political rhetoric encourages violence against our law enforcement, you can go straight to hell and you have no place in the political conversation of the United States of America.”
