Prime Minister Mark Carney says his government will uphold a tanker ban off B.C.’s North Coast, taking the wind out of the sails of any potential oil pipeline route to the region.
Alberta Premier Danielle Smith has been among those who have favoured exporting heavy crude to B.C.’s North Coast due to the region’s proximity to Asia and the existence of deep water ports.
However, opponents to such projects have held that the risks of a spill are too great to the marine environment which holds important ecological, environmental and economic values to people in the region.
Carney’s reaffirmation of the ban came as part of a new multibillion-dollar Canada-British Columbia Cooperative Prosperity Agreement he announced alongside Premier David Eby in Vancouver Thursday.The agreement includes money for mining, forestry and upgrading the Massey Tunnel and Port of Vancouver in B.C.'s Lower Mainland.

"This agreement is comprehensive. It is ambitious. And it will help transform the entire Canadian economy."
Eby called the agreement a "landmark, generational" deal that is about "building the kind of province we want ... for generations to come."
The premier was back in B.C. fresh off his first trade mission to China, where he was promoting the province's energy, agriculture and tourism industry.
Impact on pipeline proposal unclear
Carney is set to travel to Calgary later Thursday to deliver remarks alongside Smith focused on "proposed new energy infrastructure to diversify Canadian exports."
Smith had been scheduled to provide an update on Alberta’s proposed "million-barrel-per-day" oil pipeline route through B.C., following the July 1 deadline for her government to submit the proposal to the Major Projects Office.

It is unclear how Thursday morning's announcement will impact that proposal, but Eby said he recognizes B.C.'s "constitutional role" and that it does not have the authority to stop a pipeline.
"We will not be going to court to fight a pipeline project," he said.
"Pipelines are federal jurisdiction, that’s why this agreement matters, it ensures that the northern tanker ban stays in place, and it ensures that if the pipeline goes ahead, British Columbians are fairly compensated for the environmental risks we would take."

The memorandum of understanding (MOU) says B.C. "must share meaningfully" in the economic benefits of a new pipeline, with mechanisms to be discussed, including an annual royalty payment and an environmental response fund.
The MOU also says B.C. recognizes Canada's interests in "optimizing" the existing southern Trans Mountain Pipeline, increasing throughput to 1.2 million barrels a day, up from 890,000 barrels.
'A good day': Coastal First Nations
The Coastal First Nations Great Bear Initiative — an alliance of First Nations on B.C.'s North Coast — has long voiced its opposition to a pipeline, saying at the time an MOU was signed between Alberta and Ottawa that the nations would use "every tool in their toolbox" to keep oil tankers out of their coastal waters.

Marilyn Slett, elected chief of the Heiltsuk Nation and the initiative's president, said the alliance will "never allow oil tankers on our coast" and that the pipeline project would "never happen."
"Today is a good day," Slett said in prepared remarks following the announcement Thursday. "The Great Bear Sea is no place for oil tankers."
"Northwest B.C. is already home to one third of the major projects announced over the past year, and many of these will significantly increase shipping traffic through the North Coast. Together, we can build durable economic partnerships, invest in the infrastructure needed to ensure safe and reliable shipping, and protect our environment — creating lasting benefits for Canadians for generations to come," she said.
2She said the nations would much rather work with Ottawa on projects they feel are nation-building, forward-looking and built in partnership with Indigenous peoples.
Money for Port of Vancouver, Massey Tunnel
Part of the new agreement includes $10 billion from Ottawa to upgrade the Roberts Bank Terminal in the Port of Vancouver, which Carney said will help increase exports from Canada.
The expansion, he said, will reduce the amount of time cargo spends waiting to be shipped overseas.
He also committed $3 billion for the George Massey Tunnel replacement, upgrading the four-lane route along Highway 99 to eight lanes, a move he said will enable more exports to travel through the Lower Mainland by road.

Money is also being committed to the Port of Prince Rupert and Port of Stewart, in northern B.C., to provide “vital trade corridors for Canadian critical minerals and other resources," alongside $500 million in investment to expand the Red Chris copper mine in the province’s far northwest, and money for the North Coast Transmission Line being built to send more electricity to the northwest.
Other aspects of the agreement include reaffirming the desire to develop B.C.’s liquefied natural gas industry for export overseas, the development of wind turbine manufacturing in B.C., and strengthening protection for orca populations along the B.C. coast.

The Immigration Debate Needs More Honesty:
The West Isn't the Only Place Wrestling with It.
Spend enough time on social media and you could come away believing that only Western countries struggle with immigration. Europe, Canada and the United States are routinely portrayed as uniquely intolerant whenever debates arise over borders, integration or national identity.
But a look around the rest of the world tells a much different story.
In fact, many Western democracies remain among the most welcoming societies on Earth for immigrants—even while constantly criticizing themselves for not being welcoming enough.
The irony is difficult to ignore.
This week alone offered two striking examples.
In China, a new ethnic unity law has drawn international attention for emphasizing assimilation into a single national identity and extending legal consequences to individuals overseas whom authorities believe are undermining ethnic unity. Critics argue the legislation places even greater pressure on ethnic minorities to conform culturally and linguistically.
Meanwhile, in South Africa, anti-migrant groups issued deadlines demanding undocumented migrants leave the country amid fears of violence. Thousands reportedly fled, some leaving behind spouses and children as authorities prepared for possible unrest.
Neither story came from partisan blogs.
Both were reported by CNN and corroborated by other international news organizations.
These stories serve as reminders that immigration tensions are hardly a Western invention.
The West's Contradiction
Western nations often engage in fierce debates over immigration policy. Elections can be won or lost over questions such as:
· How many newcomers should be admitted?
· How quickly should immigration occur?
· What level of integration should be expected?
· How should illegal immigration be addressed?
These debates are frequently portrayed as evidence that Western societies are uniquely hostile toward immigrants.
Yet the facts suggest something more nuanced.
Countries like Canada, the United States, Australia and many European nations accept millions of immigrants through legal pathways every year.
Their economies actively recruit skilled workers, entrepreneurs, students and refugees. Entire neighborhoods in major cities reflect extraordinary cultural diversity that would be difficult to find in much of the world.
These societies certainly experience disagreements about immigration policy.
But disagreement over policy is not the same thing as rejecting immigrants altogether.
Many Countries Expect Assimilation
Outside the West, the expectation that newcomers adapt to the dominant national culture is often far stronger.
China's new law is an obvious example of a government explicitly promoting a unified national identity while discouraging ethnic distinctions. Supporters describe it as strengthening national unity; critics see it as forcing assimilation.
South Africa presents a different challenge altogether. Economic hardship, unemployment and crime have fueled anger toward migrants, with some groups openly blaming foreigners for domestic problems despite evidence that the causes are far more complex.
Neither country is unique.
Around the world, governments routinely prioritize preserving language, culture and national identity. Many maintain far stricter immigration rules than those found across much of North America or Western Europe.
Western Self-Criticism Is Almost Unique
Perhaps what truly distinguishes Western democracies is not that immigration debates exist—but that they happen so publicly.
Politicians argue.
Media organizations criticize government policy.
Citizens protest both for and against immigration.
Courts review immigration decisions.
Academics publish competing studies.
None of this means the conversation is always civil or correct. But it does demonstrate something significant: the debate itself is permitted.
That openness often creates the impression that Western societies are uniquely divided or intolerant.
In reality, many countries simply don't have the same level of public disagreement because governments place tighter limits on political discussion or dissent.
Compassion and Limits Can Coexist
One of the biggest mistakes in modern politics is treating immigration as an all-or-nothing issue.
Supporting secure borders does not require hostility toward immigrants.
Supporting immigration does not require advocating for unlimited migration.
Most people occupy the broad middle ground.
They recognize that immigration has enriched Western societies economically, culturally and socially.
They also believe every nation has the right—and perhaps the responsibility—to determine how immigration occurs, who qualifies, and how newcomers integrate into the existing civic culture.
Those two positions are not contradictory.
They're complementary.
A Little Perspective Helps
Western democracies are far from perfect.
Immigration systems can be slow, inconsistent and politically contentious.
Communities sometimes struggle with integration.
Governments make mistakes.
But perspective matters.
When compared with many parts of the world, Western nations remain remarkably open to newcomers. Millions of immigrants continue to choose these countries because they offer opportunities, freedoms and legal protections that are difficult to match elsewhere.
The headlines from China and South Africa are reminders that questions about immigration, national identity and social cohesion are global issues—not uniquely Western ones.
Perhaps the conversation would be healthier if we stopped pretending otherwise.
Instead of asking why Western countries debate immigration, maybe the better question is this:
Why are they among the few places where that debate can happen so openly while still welcoming millions of newcomers every year?

An analysis undertaken by the 38-member Organisation for Economic Co-operation and Development published earlier this month found that nearly 60 percent of the global market gains made by Chinese corporations since 2005 are attributable to state subsidies. (emph. mine .pb)
The Ottawa-Beijing partnership consists of a series of agreements and promises, beginning with Ottawa’s guarantee to allow the import of low-tariff Chinese electric vehicles into Canada, starting with a quota of 49,000 EVs a year.
Even more awkward is the memorandum of understanding in the “strategic partnership” package that binds the Royal Canadian Mounted Police to collaborate with China’s all-powerful Ministry of Public Security (MPS). The MOU follows on a collaboration from 25 years ago that fell apart owing to allegations of tortured witnesses and fabricated corruption charges. The RCMP-MPS agreement remains secret, despite Opposition efforts in the House of Commons to subject its contents to the light of day.

Decriminalization appears to have cost lives

When B.C. Provincial Health Officer Bonnie Henry was asked last week why the province’s overdose deaths were suddenly in steep decline, she answered that “multiple factors” were responsible.
Fewer teens were doing drugs. There was greater public awareness of what a drug overdose looked like. And there was “expanded access to health and social supports,” according to a report in the Times Colonist. Henry also cited the availability of the anti-overdose medication Naloxone, despite the fact that it has been distributed free since 2017.
The one factor Henry didn’t seem to mention was how the falloff in drug deaths had tracked pretty closely with the end of a program she had enthusiastically supported, and whose cancellation she had publicly mourned.
That would be drug decriminalization, an experimental three-year policy whose introduction just happened to correspond with a surge in fatal overdoses unmatched in Canadian history. And whose end just happened to correspond with a sharp decrease in drug deaths.
According to critics who opposed decriminalization the entire time, the numbers show that there was an obvious cost in lives to be paid for Canada’s three-year experiment in letting meth, fentanyl and other illicit drugs run rampant.
“I fought hard along with others to end the NDP's drug decriminalization & ‘safe supply’ experiments and to move towards recovery because it seemed the right thing to do,” B.C. Conservative MLA Elenore Sturko wrote in a statement earlier this month.
“Now, overdose deaths have dropped by a third in B.C. over the past year, a period that coincides with the NDP ending those very drug experiments,” wrote Sturko.
Beginning on Jan. 31, 2023, drug users in B.C. no longer faced arrest or criminal consequences if they were carrying less than 2.5 grams of heroin, fentanyl, meth or any of the other illicit drugs covered by the Controlled Drugs and Substances Act.
What’s more, there were now virtually no consequences for doing those drugs in public. For anyone shooting heroin outside a grocery store or smoking meth in a public park, all police could do was suggest they pursue “available health and social supports, as well as local treatment and recovery options.”
The program was launched under the slogan “decriminalizing people who use drugs,” with British Columbians being assured that it would reduce the “barriers and stigma” regarding drug use.
That’s exactly what it ended up doing — and it’s what B.C. Premier David Eby would cite in ultimately declaring the project a failure.
In a November speech to the Urban Development Institute, Eby said decriminalization became “a permissive structure” that taught drug users “it was OK to use drugs anywhere.”
“I was wrong on decriminalization and the effect that it would have,” he wrote.
This month, B.C. Chief Coroner Dr. Jatinder Baidwan reported that in the month of April, 119 people died of what the province officially classifies as “suspected unregulated drug toxicity.”
The prior April — when B.C. was still subject to decriminalization — the death toll was 174. Across the two Aprils, the rate of fatal overdoses went down by 31 per cent.
March also showed a dropoff in fatal overdoses as compared to the decriminalization era, although not as sharply. A total of 135 people died, compared to 143.
But the falling trend lines are almost the exact opposite of what was seen upon decriminalization’s introduction.
In 2023, the first year of the decriminalization pilot project, overdose deaths surged to 2,511 – 10 per cent higher than the 2,272 tracked the year prior.
Even in a province that had been posting some of the world’s highest rates of fatal drug overdoses for nearly a decade, this was an unprecedented high.
A report by the BC Coroner blamed the surge on “unregulated fentanyl,” didn’t mention the new decriminalization regime and said the province’s various harm reduction programs were working fine.
This included the then policy of safer supply, a B.C. program of handing out free recreational opioids to addicts in the belief that it would steer them away from the black market.
“There is no indication that prescribed safer supply is contributing to unregulated drug deaths,” read the statement.
The counterargument to the view that decriminalization led to higher levels of fatal drug overdoses is that similar trends were witnessed in Canada’s other nine provinces, none of whom followed the B.C. lead on decriminalization.
Almost everywhere in Canada, drug overdoses hit all-time highs in 2023, and have been in sharp decline ever since.
This includes Alberta, a province that not only eschewed decriminalization, but was already several years into a program emphasizing treatment and recovery as opposed to the B.C. doctrine of making illicit drug use safer and destigmatized. The year 2023 also came in as Alberta’s deadliest year for drug overdoses, with 1,867 deaths recorded.
So if B.C. is seeing a dropoff in overdose deaths that is tracking with the end of decriminalization, it’s not all that different from trends seen everywhere else. Last year, for instance, Canadian drug overdose deaths plunged by 23 per cent, almost exactly in line with the 22 per cent charted in B.C.
But even these numbers suggest that at its best, decriminalization did nothing to curb fatal overdoses at the precise moment they were becoming worse than ever.
And at its worst, it helped ensure that B.C. would be hit harder by these trendlines than anywhere else.
Even if drug overdose rates were bad everywhere in 2023, no other province could come close to the death rates being racked up in the land of decriminalization.
That year, B.C.’s fatal overdoses would come in at 40.3 deaths per 100,000 population, well beyond the 26.1 deaths per 100,000 recorded in Alberta, that year’s second deadliest province.
The B.C. government’s official webpage on decriminalization used to be a sprawling declaration about stigma and the “health-focused approach to substance use.”
Now, it’s just a three-line obituary to the time when a Canadian province officially sanctioned open-air illicit drug use.
“In 2023, the province launched the pilot program to decriminalize people who use drugs. It was intended to make it easier for people struggling with addiction to come forward for help. The exemption expired on Jan. 31, 2026 and will not be renewed,” it reads.

Muslim loudspeaker call to prayer
A mosque in Regina wants to blast the Muslim call to prayer on loudspeakers pointed in all directions — loud enough to be heard a kilometre away.
They did it last week for the first time and they want to do it every week.
And Regina police have warned the public that if you aren’t careful with your criticism, you just might be prosecuted under Mark Carney’s new hate speech laws.
It’s crazy. But the craziest part is who’s supporting this. It’s not just the mosque. It’s a left-wing church across the street. And it’s mainstream media journalists — who heckled me when I tried to ask legitimate questions of the imam.
Canada was founded as a Christian country. It used to be standard practice for children to start the school day with the Lord’s Prayer. But in the 1990s, a judge ordered Saskatchewan schools to stop, after activists complained it violated their freedom of religion.
So Christianity was driven out of the public square. And now a Muslim imam has come to fill the void — with loudspeakers that can be heard across the downtown.
What’s so crazy about the replacement of Christianity with Islam, is that one of the loudest boosters of it in Regina is a priest from the Anglican church right across the street from the mosque. I spoke with him, and he seems thrilled that the mosque will broadcast a message in Arabic, saying that Allah is the greatest and that there are no other gods but him.
The only people more excited about all this were the journalists — including the Global News reporter who was wearing a hijab.
It’s nuts. But it’s absolutely the kind of story that Rebel News was built to cover.

Most of all, I remember pictures of the streets of Kiev before the war: parades of Christians with their crosses and revival hymns, while neo-nazis marched on the same streets with their SS banners, fascist salutes, and military anthems.

Of course emergency communications is just one aspect of your response to an emergency situation – albeit a crucial one. By maintaining contact with other members of your group you are in a better position to address the specific demands of the emergency situation (see Responses).There are two scenarios for triggering a Communications Emergency. If conventional comms are still in effect, they can be used by the LNC to get the message out to the Group
Getting Ready
Each group should have a designated Local Net Controller (LNC) – the person responsible for everything to do with comms, in particular establishing Protocols (see Roles). In many cases it will be the Group Organizer, particularly at the outset, but it is best if it is someone else.If you plan to be part of the Main Network and receive updates from across the region, the country and the world, you will want to have an SDR Operator.
Once these people are in place you should start developing your Protocols.One of the first things you want to do is to identify when an emergency is in effect, known as the Trigger. This is the signal that lets people know they must implement their Protocols.It is the role of the LNC to declare that there is an emergency to the Group. This means getting the message out that everybody should start their protocols. It is intended that if the emergency is more than just local (eg severe weather).
It may very well be the case that the LNC can not get the message out due to the nature and timing of the emergency, in which case individuals should determine for themselves that an emcomms emergency exists and that they should initiate their part of the protocol.This means connecting with your Main Point(s) of Contact (MPCs) on the prescribed frequency at the appropriate time.You then follow a script of what needs to be said, including an acknowledgement (see Script).
Trigger
A Trigger is the thing that will initiate the Protocols. It can be something done by the LNC or it can be self-inititated based on circumstance.If conventional comms are still in effect but likely to go dark, the LNC would sound the alarm to let everyone in the group to immediately put the Protocols into effect. This can be an alarm email or text, coded or not.If conventional comms are down and it is not possible for the Trigger Alarm to be sent or received members of the groups should assume the Protocols are in effect
