 This Week In Canada: 




· New US tariffs of 50% on $28 billion worth of Canadian goods took effect at 12:01 am on Saturday, after last-minute trade negotiations between Canada and the United States collapsed. Prime Minister Mark Carney suspended the talks and recalled Canada's negotiators to Ottawa, saying last-minute changes to the proposed US terms were "unfair, uneconomic", and vowed that Canada will match the new tariffs dollar for dollar. US Trade Representative Jamieson Greer blamed Canada for the collapse, claiming the US had offered significant tariff reductions on steel, aluminum, autos, and lumber in exchange for concessions, and that new demands and walk-backs by Canada upended the agreement. The tariffs target goods ranging from hockey sticks and honey to essential oils and dairy products. Carney says Canada's counter-tariffs will take effect on September 8th and will target sectors including steel, dairy, appliances, agricultural equipment, pulp and paper, and electronics, with support measures for affected workers and businesses promised in the coming days. Ontario Premier Doug Ford backed a strong response, while Alberta Premier Danielle Smith said she was deeply disappointed and urged the federal government to restart negotiations as soon as possible.


· The federal government has published proposed regulations in the Canada Gazette to formally repeal the electric vehicle sales mandate, which would have required EVs to account for at least 20% of new auto sales this year, rising to 100% by 2035. However, the more stringent tailpipe emission standards Prime Minister Mark Carney promised as a replacement are far from ready - consultations are only set to begin this fall, and a senior government official says Ottawa is aiming to have draft regulations in place by early 2027. Carney announced in February that the new standard would cap emissions at 74 grams of carbon dioxide per mile, down from the current standard of 172 grams, which remains in effect. The government's own analysis forecasts that ending the mandate will slow EV adoption to 75% of new sales by 2035 instead of 100%. The repeal adds to a growing list of Trudeau-era climate policies the Carney government is dismantling, including the consumer carbon price and the emissions cap on oil and gas production.


· Meanwhile, Prime Minister Mark Carney announced last Monday that the federal government will provide $10 billion in financing toward a nearly $70-billion expansion of hydroelectric power in Labrador, which Ottawa calls the largest clean energy investment in North American history. The announcement accompanies an agreement in principle between Hydro-Québec and Newfoundland and Labrador Hydro that would replace the 1969 Churchill Falls contract, under which Newfoundland and Labrador sells almost all of the plant's output to Hydro-Québec at 0.2 cents per kilowatt hour - a price fixed decades ago and never adjusted for inflation. Under the new deal, that price would climb to 11.5 cents by 2041 and 32.6 cents by 2077, and the province would receive 760 megawatts more power than under a previous agreement rejected in 2024. The plans include upgrades to the Churchill Falls station, a new dam at Gull Island, wind projects, and new transmission lines, together generating 14,000 megawatts of renewable electricity. The federal government claims construction will support 23,000 jobs and contribute $31 billion to Canada's GDP through the early 2040s, and it will also guarantee the debt on the Gull Island project. The provinces hope to sign final agreements by the end of the year, though the Parti Québécois, which is leading polls ahead of Quebec's fall election, has vowed to tear up the deal if it wins.


· Former Prime Minister Justin Trudeau continues to receive RCMP protection, including on personal trips abroad, according to sources cited by Quebecor Media's TVA Nouvelles and Journal de Montréal. The sources say three or four officers are required for some of Trudeau's excursions, which over the past year have included Davos, Saint-Tropez, Japan, and San Francisco, as well as appearances alongside his girlfriend, American pop star Katy Perry. The RCMP would not confirm or deny whether Trudeau or any other former prime minister is under its protection, saying it does not disclose costs, staffing levels, or deployment details. When officers do accompany him, their salaries, overtime, and travel expenses come from the RCMP's taxpayer-funded budget. While Trudeau was in office, the cost of protecting him and his family reached more than $30 million annually near the end of his tenure - more than twice as much as the protection for Jean Chrétien and Paul Martin, even adjusted for inflation.


· Conservative Leader Pierre Poilievre is calling for harsher penalties for drug traffickers and an end to federally backed safe supply programs, following a visit last Friday to Kitchener's Victoria Park alongside local MP Kelly DeRidder. DeRidder, who has said she once slept on a bench in that park while battling homelessness and addiction, has introduced a private member's bill - the Offender Rehabilitation Act - that would impose tougher penalties on traffickers and make court-ordered treatment possible. The bill went to committee after passing second reading in the House of Commons on June 1st. Poilievre described harm reduction and safe supply programs as failures, saying it is not compassionate to leave people "face first on the pavement". The visit came during a week in which Region of Waterloo Public Health issued an extended community drug alert, reporting 25 suspected overdoses and three suspected drug-related deaths from August 14th to August 17th. Harm reduction advocates pushed back, arguing their services keep people alive and that the real problem is long waits for treatment.

Family Structure Determines Kids’ Success in School More Than Race or Income, Researchers Say

At last, a conservative news aggregator that does not bow to the woke right.

 

(The Epoch Times)—While universities debate whether to skip standardized admissions tests and the University of Michigan waives first-term grades for some incoming students, new research suggests that relaxing standards might not be the best way to help kids who are struggling in school.


The new report by the Institute for Family Studies (IFS) and the American Enterprise Institute, based on data collected from grade school students by the National Survey of Children’s Health, focused on how kids performed in school and what they said about their home life. The report found that “family structure is a more powerful predictor of school problems, academic performance, and depression than are race and poverty.”

The Department of Education’s Nation’s Report Card sorts results by race, sex or income, but it ignores family structures even though it has been collecting data on that factor since 2013, researchers said.

By contrast, the report looked at “whether or not kids are being raised by their own mother and father,” IFS Senior Fellow Brad Wilcox said, and they found that family structure was often a more important factor in children’s well-being.


“It’s pretty clear that the character of the family you grew up in is more important than the color of your skin,” Wilcox told The Epoch Times.

The study reported that 74 percent of children from “intact, married-parent families” achieved top grades (As and Bs), compared with 60 percent of children from “other family structures.” In addition, the IFS stated that children who were not raised by both biological parents were 47 percent more likely to have disciplinary problems at school and more than twice as likely to be depressed.

“Raising children in a stable married family is incredibly helpful to kids,” Wilcox said.


Graduating Without Basic Skills

The IFS’s findings come at a time when data increasingly indicates that many American children are struggling in school, and looking at grades may not even show the full picture. Reports and anecdotes suggest that even among students who receive passing grades, many are not learning basic skills.


The National Literacy Institute reports that 64 percent of America’s fourth graders do not read proficiently, and more than half of American adults now read below a sixth-grade level. And statewide reports are indicating that grade school children are being passed on to the next grade, or graduating, regardless of whether or not they have basic reading and math skills.


In 2023, Baltimore City schools announced that they would “avoid the punitive approach of failing students,” citing effects of school closures during the COVID-19 pandemic. This followed a 2021 report by the state of Maryland, which said that across the state, “approximately half of the students who graduated high school and enrolled in a Maryland college or university in 2013 were assessed to need remediation in math, English, and/or reading.”


Studies in Texas, Alabama, and Missouri over the past two decades showed similar findings.

A 2025 report from the University of California-San Diego stated that the math skills of one-in-12 incoming students were below a middle school level. More recently, University of California-Berkeley mathematics professor Zvezdelina Stankova said in an op-ed for the San Francisco Standard that she had to pause her calculus course in order to teach her students middle-school level algebra and fractions.


In many cases, the response from schools has been to accommodate a lack of basic skills by loosening assessment tests, or getting rid of them altogether. Currently, more than 2,000 colleges and universities, including some Ivy League and state universities, do not require standardized tests like the SAT and the ACT as a criterion for admission.

In a possible case of “grade inflation,” Harvard University reported that 60 percent of the grades given to students in 2024–25 were As, up from about 25 percent in 2005–06.


Meanwhile, the University of Michigan’s College of Literature, Science, and the Arts announced that starting in the fall of 2027, it would refrain from giving grades to incoming students during their first term, in order to “curb the mental health crisis unfolding among college-aged individuals.”


Family Structure

According to Wilcox, focusing on family structures is likely a better solution than inflating or avoiding grades. He advocates, among other things, making Americans aware of the difference it makes to kids’ success when both parents are raising them in a stable home.

“Not every couple who are having kids should get married and not every couple who are married should stay married,” Wilcox said. “But it’s important when it comes to having and raising kids to do what you can to be married and to stay married.”


In an effort to keep parents together, some advocates have called for the removal of what they call the “marriage penalty,” which occurs when two individuals with similar incomes marry, pushing their joint income to a level that exceeds welfare eligibility.

“Marriage penalties are one of the most damaging and misguided features of the federal welfare system,” said Rep. Glenn Grothman (R-Wis.) in a statement. “For decades, Washington has punished families for getting married, discouraging responsibility and trapping parents and children in long-term dependency.”


Based on federal data, the IFS states that only 3 percent of subsidized housing serves two adults with children, compared with 30 percent that goes to a female head with children.

The IFS report states that family trends in America are tilting in a slightly positive direction, however. The proportion of American children living in married families hit a low point of 64 percent in 2012, and has since increased to 66 percent as of 2024.

Steer producing milk?

A new study has found that nearly 20% of male cattle (steers) in a large commercial study are lactating, a phenomenon attributed to several potential factors in the industrial food system. Researchers hypothesize the cause could be the extreme fat content on the animals, causing the fat itself to become an estrogen-creating organ. However, the study had no control group of cattle that were not given hormonal growth implants, such as estradiol, which are known to have potential side effects including udder development according to the manufacturer, Merck.

Vaping

By 2024, from its peak in 2019, the number of youth in that age bracket who had vaped in the last 30 days had fallen by more than 60 per cent, to six per cent. Cigarette smoking among teenagers hasn’t just declined as well, it’s plummeted. Just four per cent of 15-to-19-year-olds report smoking at all, with daily smoking among Canadian youth in that same age bracket sitting at less than two per cent. If every daily-smoking Canadian teenager turned up at once, according to Health Canada’s own illustration, an NHL arena would not be half full.

 

This is the point at which the “gateway theory” quickly evaporates because if vaping caused smoking, the smoking rate should have increased dramatically as, and after, vaping peaked in 2019. Instead both have been falling in tandem, which is cause for celebration for anyone who actually cares about the issue of youth access.

The primary “winners” in this multi-layered framework can be categorized into four distinct groups.

1. Macro Institutional Investors & Bond Underwriters

Because agencies like BC Housing do not operate out of a liquid cash pool, they must continually issue debt securities.

The Revenue Stream: Institutional capital pools and senior asset managers (including major public pension funds like BCI and commercial banks) buy up these provincial infrastructure bonds.

·        The Winner Advantage: They receive a completely guaranteed, sovereign-backed interest yield paid entirely by taxpayers. It represents an ironclad investment opportunity with near-zero default risk, shielding institutional wealth from market volatility while locking regular citizens into long-term debt-servicing obligations.


2. Large Institutional Developers & Compliance Contractors

As established by the City of Kamloops’ internal procurement audit, complex bidding frameworks and social policy “strings-attached” rules naturally choke out regular, mid-sized local contractors.

·        The Revenue Stream: Major institutional engineering, construction, and development firms possess full-time corporate compliance departments capable of navigating complex Community Benefit Agreements (CBAs) and provincial green infrastructure criteria.

·        The Winner Advantage: They capture massive, non-competitive Master Service Agreements (MSAs) and long-term capital construction contracts. Due to the lack of open vendor competition and decentralized city oversight, these firms secure high profit margins, frequently insulated by contract overruns that the public is ultimately forced to absorb.


3. Non-Profit Executives & The “Social Service Bureaucracy”

Entities like the ASK Wellness Society have transitioned from small, volunteer-reliant community charities into large-scale, corporate-structured social service providers.

·        The Revenue Stream: Direct municipal Service Level Agreements, continuous provincial operational grants, and multi-million-dollar real estate assets transferred into their management custody.

·        The Winner Advantage: This system generates a permanent, self-sustaining executive and management class. As homelessness and housing crises expand, the demand for administrative overhead, project managers, and compliance coordinators grows. This expands payrolls and operational footprints entirely underwritten by direct cash injections and Permissive Tax Exemptions from local taxpayers.

 

4. Specialized Real Estate and Strategy Consultants

Before a single shovel hits the ground on an infrastructure or housing trust project, millions of dollars are funneled through an extensive regulatory and planning gauntlet.

·        The Revenue Stream: Municipalities and non-profits hire specialized urban planning, environmental auditing, and legal consulting firms to satisfy provincial reporting standards and draft Community Land Trust structures.

·        The Winner Advantage: These consultants are paid strictly for administrative processes, framework designs, and feasibility reports, extracting guaranteed fee-for-service revenue from the public treasury regardless of whether the underlying housing or infrastructure project ever achieves long-term financial solvency.


Executive Earnings: The Corporate “Non-Profit” Class

Public filings via the Canada Revenue Agency (CRA) Charities Directorate reveal the transition of housing societies like the ASK Wellness Society into highly structured corporate operations. Local contractors and smaller vendors voiced fierce frustration to city council that they were systematically blocked from accessing public works, as contracts consistently flowed to the same major multi-national and entrenched regional firms.

The dominant engineering entities holding deep, multi-decade historical footprints in Kamloops infrastructure planning include:

The procurement audit highlighted three distinct administrative vulnerabilities that heavily favor these dominant players:

1.    No Vendor Splitting: The city routinely failed to award MSAs to multiple competing vendors. Once a giant like Urban Systems or McElhanney secured the primary agreement, they held an effective monopoly on that department’s engineering rollouts for years.

2.    Decentralized Chaos: Contract administration was completely scattered across city hall departments without centralized oversight, masking contract concentration levels from public scrutiny.

·        Falcon Engineering & Geotechnical Consultants: Specialized regional electrical engineering firms are contracted to design the actual low-voltage centralized control systems, wiring schematics, and automated dimming arrays required for heavy-use public spaces like sports fields and hockey rinks.


2. Large Industrial Electrical Contractors (The Installers)

Regular, small-scale residential electricians lack the corporate bonding, heavy equipment (like specialized boom lifts for arena rafters), and municipal insurance clearance required to bid on city facilities.

·        Westcana Electric Inc: Companies like Westcana are dominant beneficiaries of public-sector lighting upgrades in the B.C. interior. Under the established Innoweave Applicant Guide, a non-profit selects an approved consultant from Innoweave’s roster database. The funding for that contract is capped based on the complexity of the “coaching stream”:

It is advised to exchange/redeem your foreign currency at an official Redemption Center (RC) rather than a bank.
