REBEL BUZZ | Health Canada signs $2.9 million polling contract, four times its entire 2025-26 research spend
The contract went to a Toronto experiential marketing agency and is worth four times what Health Canada spent on public opinion research in all of the last fiscal year.
Health Canada has given a $2.9-million contract for public opinion research to a Toronto company that sells itself as an events and experiential marketing agency.
The department signed with Proof Experiences Inc. on April 10, and the work runs to March 31, 2027. The federal record describes it as “Market Research and Public Opinion Services.” Public Services and Procurement Canada (PSPC) ran the open competition on Health Canada’s behalf, and the record shows two bids.
The figure dwarfs what the department normally spends asking Canadians what they think. PSPC’s 25th annual report on public opinion research says that in the 2025 to 2026 fiscal year it “coordinated 110 public opinion research projects on behalf of 33 departments to 18 suppliers, totaling $12.2 million.” Health Canada’s share was about $726,000 across nine custom projects, behind the Privy Council Office at $2.1 million. The Proof contract alone is four times Health Canada’s full-year total and bigger than any single department’s spending in that report.
Proof Experiences is not a pollster. Its own site lists its services as “Experiential Marketing, Conference & Events, and Experiential Education” and names Lisa Barrans as President and CEO and Lorne Cooperberg as SVP of Growth and Innovation. Its past government work includes being the Ontario Cannabis Store’s experiential agency of record.
The federal contracts database lists 21 records for the firm. One is a Health Canada contract signed May 3, 2021 for “Communications Services (incl. exhibit Services)” that started at $226,000. The database’s search listing shows it ballooning to $14.1 million through amendments. A 2024 contract with Immigration, Refugees and Citizenship Canada grew from $395,500 to about $893,000.
The record does not say what Health Canada plans to study, whether the money is a ceiling for call-ups, or how an events company ended up with a public opinion research contract. Health Minister Marjorie Michel’s department has not announced the work. Under federal rules, public opinion research results must be filed with Library and Archives Canada within six months of the end of data collection, so the first reports from this contract should surface by 2027.

Her opponent, based rooftop Asian Lily Tang Williams, exposed these naked emperors to the world. Like a bull in a china shop, she smashed Goodlander’s meticulously manicured image that was crafted over decades of resume-building, striving, and plotting. Although Maggie won the race last time, she will never live down this epic mic drop moment and is up for a rematch in this cycle.

In a House Race in N.H., a Famous Spouse, and a Traumatic Pregnancy
Maggie Tamposi Goodlander, the wife of the national security adviser, is navigating a personal landscape with little precedent in her run for Congress in New Hampshire.
Maggie Tamposi Goodlander gave birth to her stillborn son in a hotel bathtub on Easter. Her fetus had been diagnosed with a fatal condition and had died in her womb. Doctors recommended a two-day procedure to remove him, with an overnight stay at a hotel near the hospital. If she went into labor, they feared, she could hemorrhage. But getting an appointment took weeks. The procedure that Ms. Goodlander needed is also commonly used for abortions later in pregnancy.
Doctors across the northeast were flooded with patients traveling north from states where abortion had been banned after the fall of Roe v. Wade.
Her surgery came just a day too late: Ms. Goodlander, 37, delivered the baby in 2023 at a hotel near the hospital, relying on her experience taking a hypnobirthing course on YouTube.
The harrowing experience, she said, exposed her in a deeply personal way to the new reality of a post-Roe America and inspired her politically, helping fuel a desire to run for a House seat in her native New Hampshire to help fight for abortion rights.
The death of any unborn child is tragic. Especially on Easter, the day we celebrate the resurrection of Christ. I pray for any family that faces hardship while trying to create life. Maggie is clearly traumatized from an unimaginable loss. No serious person would deny abortion rights to women in these perilous and painful situations. However, it is unsettling to weaponize private grief for political gain.
But there was another remarkable element to her experience. The national security adviser to the president, Jake Sullivan, was there, too — in his unofficial capacity, as her husband. As she enters the race for New Hampshire’s second district, Ms. Goodlander comes armed with a powerful story, an impeccable résumé and deep connections in Washington and New Hampshire. Yet as she campaigns across western New Hampshire, she will have to navigate a personal landscape with little precedent.
There are only a handful of examples of the spouse of a high-ranking official running for federal office, and none when that official has been at the center of one of the most divisive issues in global and domestic politics — the war in Gaza. Ms. Goodlander, who is a decade younger than her husband, says the couple is used to navigating dueling professional obligations. The two met at a security conference in Munich during the Obama administration, when she was working for then-Senator Joseph I. Lieberman of Connecticut and he was working for former Secretary of State Hillary Clinton at the State Department.

3. Pentagon reportedly asks Baltic allies to moderate warnings about Russia
Facts: Pentagon officials privately asked Lithuania, Latvia and Estonia to moderate some public rhetoric describing Russia as cornered or desperate, Reuters reported on October 30, citing four people familiar with the discussions.
The requests were reportedly cordial and form part of the Trump administration’s renewed effort to negotiate with Moscow. They come while Washington considers sanctions relief, pressures Ukraine to stop striking Russian energy infrastructure and reviews American troop deployments in Europe. reuters.com

Former President Barack Obama mocked President Donald Trump’s reaction to a Cheesecake Factory jab at a Georgia rally for Sen. Jon Ossoff, drawing a direct defense of White House upkeep from the president.
Obama headlined the Democratic Party’s “United for Georgia” campaign rally at The Arena at Southlake in Morrow, Georgia, backing Sen. Jon Ossoff’s reelection bid and Democratic gubernatorial candidate Keisha Lance Bottoms ahead of the Nov. 3 election.
The former president turned his remarks on Trump’s White House renovations and interior choices, recycling lines he had used at a Saturday campaign appearance for Democrats in Ohio. Daily Mail reported the Georgia stage attack and the president’s Monday response.
Obama told the crowd the White House comparison that stuck most with Trump was not the one involving a former Iraqi dictator.
"The President wasn't even mad about the Saddam Hussein comparison. That part didn't bother him, but he was very upset about the Cheesecake Factory part."
He piled on with a claim about a call to the Treasury secretary, the official Obama described as responsible for affordability, inflation, and interest rates.
"They told him he should hold a press conference in front of the Cheesecake Factory!"
Obama had already floated the same renovation gag in Ohio, saying Trump “should be on HGTV” and that he had the White House “looking like Saddam Hussein opened a Cheesecake Factory.” In Georgia he went further on gold fixtures, a ballroom, the Rose Garden, and a helicopter pad on the South Lawn.
"I'm not making this up. He, the President of the United States, is spending time super-gluing gold medallions to the mantle in the Oval Office."
Obama swings at Hegseth while Democrats push Georgia turnout
The former president also trained fire on Defense Secretary Pete Hegseth, claiming the Pentagon chief was “laser-focused on very important matters like the jawline and testosterone levels of our troops, and live streaming executions because that's how he thinks you cultivate that manly warrior spirit.” Those characterizations came solely from Obama’s rally remarks.
Ossoff faces Republican Rep. Mike Collins. Bottoms is running against Republican Rick Jackson. Obama has long been cast as the party’s “closer,” and the Georgia stop fit a broader midterm pattern of high-profile surrogates. Similar surrogate work has included Obama’s ad push in Mississippi for another Senate fight.
Former Vice President Kamala Harris was slated to visit Georgia later the same week and to attend the Fulton County Democratic Party’s annual gala on Friday, adding another national name to the state’s turnout push.

Voters flag living costs while the jokes fly
A Reuters/Ipsos poll finished on October 26 put Trump’s approval at 32 percent, with 66 percent disapproving. On the generic congressional ballot, Democrats led Republicans 53 to 44 percent among likely voters after undecided preferences were counted. A majority of respondents said living costs were a big issue for them.
Obama’s own riff leaned on the Treasury secretary’s economic portfolio even as the speech lingered on medallions, ballrooms, and restaurant décor. That contrast sat beside an electorate telling pollsters prices still dominate. Campaign trail comedy does not lower grocery bills.
Obama has mixed foreign-policy shots with candidate boosts in other cities, including when he hit Trump on Iran while backing a Detroit candidate. The Georgia stop kept the focus on aesthetics and personnel jabs instead.
Earlier Ohio rhetoric from Obama framed Trump in sweeping terms; one prior rally line branded him a force of chaos for midterm crowds. The Cheesecake Factory thread was smaller-bore and more personal.
White House upkeep versus campaign punch lines
Trump cast the dispute as a basic duty of stewardship. “We have to explain to Obama that the White House is a symbol of America, and it has to be maintained properly,” he said, arguing some critics “don’t see broken ornaments on a building.”
Obama’s library design on Chicago’s South Side has drawn its own design debates over the years, a reminder that former presidents leave architectural fingerprints too. The Georgia audience heard little about that and much about gold leaf and restaurant chains.

Ossoff and Bottoms get the headline help. Voters still sorting inflation and interest rates get a debate over who has better taste in mantels.
Renovating the people’s house is maintenance. Turning it into stand-up while costs pinch families is a choice voters can price for themselves.
