 Canada's finance minister resigns:

OTTAWA (Reuters) - Canada's Finance Minister Chrystia Freeland resigned on Monday, saying Prime Minister Justin Trudeau had asked her to relinquish the post for another cabinet position.

 

"On Friday, you told me you no longer want me to serve as your Finance Minister and offered me another position in

the Cabinet," Freeland said in a letter addressed to Trudeau.

"Upon reflection, I have concluded that the only honest and viable path is for me to resign from the Cabinet," Freeland said in a copy of the letter she posted on X.

Friday [Background]

Canada is expected to announce on Monday it blew past its deficit target for last year, when Finance Minister Chrystia Freeland presents her mid-term budget, and economists said estimates for this year could also be higher as spending increases.

 

The fiscal update, called the Fall Economic Statement, will be presented later than usual and comes as U.S. President-elect Donald Trump threatens 25% tariffs on goods exported to the United States if Canada does not do more to stop immigrants and drugs from crossing the border. 

 

Prime Minister Justin Trudeau runs a minority government that relies on opposition-party support and his approval ratings indicate he would lose to the Conservatives in an election that has to happen before the end of October.

Is it now - Poor France?

Ratings agency Moody's on Friday downgraded France's credit rating to "Aa3" from "Aa2," in a move that is likely to add pressure on the country's government to tackle its debt and deficit woes. 


It is three levels below the maximum rating given by Moody's. Rival credit rating agencies S&P and Fitch have already cut France to equivalent levels.

 

What to know about the crisis in France

 

Bayrou's predecessor, Michel Barnier, had to step down last week after parliament ousted his government in a historic no-confidence vote following a standoff over next year's budget.

Lawmakers opposed Barnier's plans to cut government expenditure to the tune of €60 billion to control France's spiraling fiscal deficit. 

 

Bayrou now faces the challenge of getting on board a divided legislature and formulating a 2025 budget which can contain the economic turmoil.

Federal Officials Will Deploy High-Tech System to New York After Drones Shut Down Airport, Governor Says:

Federal Officials Will Deploy High-Tech System to New York 

New York Gov. Kathy Hochul announced that the federal government will send a “a state-of-the-art drone detection system” to her state amid a number of drone sightings across New York and New Jersey in recent days that has prompted alarm.

 

While she did not elaborate on the system that will be deployed, it “will support state and federal law enforcement in their investigations,” she said in a statement on Sunday morning.

 

“I am grateful for the support, but we need more. Congress must pass a law that will give us the power to deal directly with the drones,” the governor wrote on social platform X around the same time. She urged Congress to pass the Counter-UAS Authority Security, Safety, and Reauthorization Act that will give states “the authority and resources required to respond to circumstances like we face today.”

 

It’s not clear if the federal government sent a similar system to New Jersey, where most of the drone sightings have occurred, or in other states. Over the weekend, swarms of drones were spotted in other states along the East Coast, including Maryland.

 

On Saturday, Hochul said that a drone sighting shut down Stewart International Airport, a small airport located in Orange County within the Hudson Valley.

“Last night, the runways at Stewart Airfield were shut down for approximately one hour due to drone activity in the airspace,” the governor said in a statement. “This has gone too far.”

 

Hochul then called on the federal government to provide assistance in dealing with the unmanned vehicles, adding that federal rules make it difficult for the state to deal with drones.


“Extending these powers to New York State and our peers is essential,” the governor also said. “Until those powers are granted to state and local officials, the Biden administration must step in by directing additional federal law enforcement to New York and the surrounding region to ensure the safety of our critical infrastructure and our people.”

 

Federal officials in the past week have stressed there is no evidence the drones pose a security or public safety threat to the United States, while also asserting the drones are not being operated by a foreign adversary such as Iran or China.

 

On Sunday morning, Homeland Security Secretary Alejandro Mayorkas suggested in an ABC News interview that the drones also were not flying around sensitive military sites.

Despite the assurances from federal officials, multiple elected officials have called on the government to shoot the drones down.

 

“Can this really be happening without our government’s knowledge,” President-elect Donald Trump wrote on social media over the weekend. “I don’t think so! Let the public know, and now. Otherwise, shoot them down.”

 

Several lawmakers, including Rep. Chris Smith (R-N.J.), have made similar suggestions. One Democrat, Sen. Richard Blumenthal (D-Conn.), told reporters last week that the drones also should be “shot down, if necessary.”

 

“We should be doing some very urgent intelligence analysis and take them out of the skies, especially if they’re flying over airports or military bases,” he said.

Syria “Liberated” by its own Destroyers:

Abu Mohammed al-Jolani, today’s de facto ruler of Damascus, has an eloquent history: he began his jihadist militancy in al-Qaeda’s ranks as an associate of Abu Bakr al-Baghdadi, the “caliph” who founded ISIS, the Islamic State of Iraq and Syria, in 2013. In 2011, during the preparatory phase, al-Baghdadi sent him to Syria with large sums of money for the creation of the al-Nusra Front, a formally autonomous faction but in reality, part of the Islamic State.

 

 The al-Jolani faction has been involved in the US-NATO operation to destroy the Syrian state since its inception. One of the reasons for this operation is the fact that in July 2011 Syria, Iran and Iraq signed an agreement for a pipeline that would connect Iran’s South Pars field, the largest in the world, to Syria and then to the Mediterranean and Europe. This would create an alternative energy corridor to those through Turkey and other routes controlled by US and European companies.

 

The covert war in Syria begins with a series of terrorist attacks, mainly in Damascus and Aleppo. Hundreds of elite British SAS specialists operate in Syria alongside US and French units. The operation is commanded from NATO ships in the Turkish port of Alexandretta. The strike force consists of an army of Islamic groups from Afghanistan, Bosnia, Chechnya, Libya and other countries.          

 

The weapons arrive via an international network organised by the CIA, which supplies them to groups infiltrated into Syria, who have already been trained in camps set up on Turkish and Jordanian territory. The operation was directed from the advanced headquarters of the US Central Command at the Al Udeid airbase in Qatar. At this point, in 2015, Moscow decided to intervene directly in support of the Syrian army, at the request of Damascus.

 

The intervention, carried out with air power, showed that the US-led “anti-ISIS coalition” was pretending to fight ISIS. In just over two years, the Russian-Syrian coalition has liberated about three-quarters of the country’s territory that had fallen into the hands of ISIS and other US-backed movements. 

In 2016, al-Jolani formally severed ties with al-Qaeda and renamed the group Jabhat Fatah al-Sham, and later in 2017 Hayat Tahrir al-Sham (HTS).

 

Under Jolani, HTS became the dominant force in Idlib, the largest ‘rebel’ stronghold in Northwestern Syria. With the support of Turkey in particular, al-Jolani’s faction is in preparation for a year-long operation in Syria. It is being armed through clandestine channels and trained by the Khimik special forces of Ukrainian intelligence.

After entering Syria on 8 November, al-Jolani’s armed Islamist faction advanced rapidly and captured Damascus on 7 December.

 

The Syrian army put up no significant resistance, a symptom of internal disintegration, as evidenced by the fact that while President Assad was given asylum in Russia, the Syrian embassy staff in Moscow hoisted the flag of the Islamist “rebels” who had just taken Damascus.

 

While the USA confirms that it is in contact with the “rebels” through Turkey, Israel seizes another piece of Syrian territory in the Golan Heights and carries out hundreds of so-called “defensive” air strikes against Syrian ports and airports.

 

The seizure of Syria by these forces is a major blow both to Iran, which sees its front of resistance to the Israeli offensive in the Middle East, supported by the USA, NATO and the EU, weakened, and to Russia, which will almost certainly lose access to the Syrian port of Tartus, the only berth for its military ships in the Mediterranean, and risks the slowing down or interruption of the north-south transport corridor through the Middle East that allows it to bypass the blockade in the West.

Morning Update: What the algorithm missed

Good morning. I’m Grant Robertson, an investigative reporter at The Globe. My colleague Kathryn Blaze Baum and I spent the past four months digging into Canada’s food-safety system, and how a risk-assessment algorithm failed to prevent this summer’s deadly listeria outbreak.

How the system failed to detect a listeria outbreak

The revelation, when it happened, was surprising. And disturbing.

Soon after this summer’s deadly listeria outbreak involving plant-based milks became known, some unsettling questions began to emerge.

 

After three people had died, federal public health officials said they had traced the problem to a production facility in Pickering, Ont. The recall was for millions of alternative-milk products sold under the Silk and Great Value brands, including almond and coconut milk.

 

But when health officials conducted genome sequencing on the culprit bacteria, they found the same genetically related strain had caused illnesses as far back as August, 2023.

According to food-safety experts, that meant for 11 months, a listeria problem existed inside the facility.


When I ran into Kathryn in the newsroom one day this fall, she had the same thought: Something had gone wrong here. So, we delved into mountains of documents, began assembling a network of sources and attempted to untangle this web.


But how could the problem go that long without being detected? Reading through hundreds of pages of federal documents that lay out Canada’s food-safety oversight system, two things are clear: Companies are supposed to be keeping a watchful eye in their facilities for listeria, and the Canadian Food Inspection Agency (CFIA) is supposed to be keeping a watchful eye on them.

 

However, sources inside the government began telling me a serious breakdown had occurred at the federal level. The puzzle was incomplete, but every piece of back-channel information helped form a clearer picture, which eventually led to one critical revelation the government acknowledged in October, in response to our questions:


The Pickering plant hadn’t been inspected for listeria. As the head of the union representing CFIA inspectors later told me: “We never checked that plant. The algorithm didn’t require us to go in.”

 

The algorithm? Never did we think the trail of reporting would lead us there. But in a revamp of food-safety oversight in Canada, the CFIA had moved to a system where risk-based calculations determined which plants are inspected and – conversely – which facilities get less attention, or none at all. It was a recipe for a problem, CFIA inspectors said.


At its heart, this is a story about lapses in oversight that affect all Canadians. It’s also about the victims: the son whose 76-year-old mother died of listeriosis; the woman who believes her miscarriage was a result of the oat milk she drank; the mother who feared for her seven-year-old daughter’s life.


The two questions I get asked most as an investigative reporter are, where do you get your ideas from, and how long does it take to write a story? The first answer is simple: Whenever something goes wrong and there’s no transparency, that’s usually the genesis.


The second answer is more complex. How long a story takes to complete is sometimes out of the reporter’s hands. Though sources behind the scenes were helpful in providing crucial information on this investigation, no CFIA official would agree to an interview, only e-mailed responses. Same-day answers were never possible. And if the replies were unclear, or lacked detail, the need for further questions only led to more delays

But this investigation goes beyond a single product recall. It’s about gaps in a system that Canadians rely on to keep them safe. And what Cale Sampson, whose mother died this summer in Toronto, wants for her legacy: answers. Not just for himself, but for others across the country.
