Spiritual warfare more important than military war:
History is not only about following the guys with the most guns but also the prayer warriors of their times.
Yes, Soviet dictator Joseph Stalin held a firm grip on Russia and once said of the Pope: “How many divisions has he got?”
The pope had no military but there is still a pope. Stalin is long dead (possibly poisoned by one of his inner circle) and so is his Soviet-communist regime.
Pope John Paul II didn’t have a military either. He didn’t even have a bank account. But he had a more powerful weapon and thanks largely to his influence the Soviet regime retreated in Poland and elsewhere and the Berlin Wall was knocked down. Pope John Paul ll spent hours each day listening quietly to the voice of God.
The point is this: We think that history is determined by the winning political leaders, generals and military might. Their side writes the books so it’s all about them. But that misses the bigger picture. The real history follows how God works through his people and that offers us hope.

4 things Joe Biden just did to SABOTAGE Trump before his Inauguration:
When Trump was declared the victor in the 2024 election, Joe Biden surprised everyone with his cordiality toward his political opponent — the man he’s been calling Hitler and a fascist for years. The two presidents sat down and shook hands, and Biden congratulated Trump on his victory and promised a “smooth transition” of power.
Sara Gonzales, however, thinks this was all an act. Biden’s actions following his faux goodwill toward Trump suggest that he’s actually trying to sabotage the country before the 47th president’s inauguration.
“Capping off his list of failures before he just rides off into the sunset to his nursing home — he's weakening immigration policy, and he's seemingly launching World War III,” she says.
“Just in the last week he has … escalated the war immensely with Ukraine and Russia’s direct involvement with the United States.” On top of that, he’s “moved to forgive $4.7 billion in United States loans to Ukraine,” Sara recounts.
Further, “according to an anonymous senior Biden official, the administration plans to push forward to put Ukraine in the strongest position possible before Biden's term ends in February,” Sara reads from a Reuters report.
“Why wouldn't you guys do that before if that's what you wanted to do?” she asks.
The answer seems obvious. Biden is intentionally throwing monkey wrenches in the system before Trump assumes office. And yet it gets even worse.
“As all of that's going on, Joe Biden launches a new app for ICE” that allows illegal immigrants to “bypass an in-person meeting” at an ICE office by digitally checking in on the app.
The app doesn’t screen for past arrests or outstanding warrants, and it doesn’t collect GPS locations of the users.
“They press a button that says ‘I super duper pinky promise that I am the person that I'm checking in as and also I'm not a criminal and also I am where I say I am,’ and they're just like, ‘cool,”’ says Sara in utter disbelief.
“They're also loosening regulations on the electronic monitoring of the released illegals,” she adds. “Illegals can contest monitoring and tracking and request review at any time and then demand that … they are downgraded or terminated entirely, so that we don't get to track them.”
“I can't fathom any reason why [Joe Biden] would be doing this with 59 days left to go unless it was just — I'm going to f*** things up as much as I can for you. Good luck to you, enjoy World War III and a bunch of acts of terror on your own soil, and I'm going to go to the nursing home and eat pudding now,” Sara lambastes.
“They are just interested in, like you said, causing as much chaos and destruction as possible,” Blaze Media digital strategist Logan Hall agrees. “This is what the left does.”

There is a piece of real estate that is most holy to the Lord. Of course, I am speaking of the Land of Israel. More correctly, this is the Lord’s land and He so states at least twice in the Bible (Ezekiel 36:5, 38:16). Not only is this land holy to the Lord, it is the center, the navel, of the world. In Ezekiel 38:12 the word “midst” (tabbuwr - Strong’s H2872) can be translated as the navel. This is the Lord’s view of His Holy Land.
Within this land set apart by the Lord is a place precious to the Lord. He calls it “the apple of His eye (Zechariah 2:7-8). In this passage the Lord is speaking of Zion. It is the focal point of the navel of the world. It is the place, as we shall see, that the Lord chose to place His name.
This special place has several names. When the Lord instructed Abraham to sacrifice the child of promise, Isaac, he was told to go to the “mountains of Moriah.” Scripture does not say that Abraham went to Mount Moriah, but rather went to a mountain in the region. This makes sense because Salem, an early name for the City of David which is also Mount Moriah, was occupied at the time (Genesis 14:18). I think it would be difficult for Abraham to sacrifice a human being in the middle of town.
Logically, Abraham took Isaac to what is known today as the Mount of Olives, east of the City of David. Many years later in Solomon’s Temple, sacrifices made to the Lord were burned on the altar, located on the east side of the Temple. The Temple faced east and the altar was before the door of the Temple. (Leviticus 4:7, 16:18, Exodus 29:10) When Aaron and his sons were consecrated, they were presented before the “door” of the Tabernacle. (Exodus 29:4) All important actions took place in front of, or east of, the Temple. Later, I believe Jesus was sacrificed east of the Temple, near or on the Mount of Olives.
At the time when David fought Goliath, Zion was not called the City of David. It was then called Jebus and was occupied by Jebusites. When David defeated Goliath, he cut off his head and took it to “Jerusalem” or Jebus (I Samuel 17:54). I have often wondered if David buried the head at what became known as “the Place of a Skull” (John 19:17).
After David conquered Jebus, it became known as the City of David (II Samuel 5:6-7). King David reigned from the City of David. When David knew that he was approaching death, he named Solomon as his successor. Solomon was anointed king near the Gihon Spring, which is in the City of David (I Kings 1:32-35). David, and many of the kings of his dynasty, were buried in the City of David (I Kings 2:10).
The City of David, not the greater Jerusalem of today, is special to the Lord. He told the Children of Israel, while they were still in the wilderness, that He would choose a place and cause His name to dwell there (Deuteronomy 12:11). The Lord instructed the Children of Israel to make their Passover sacrifices at the place He would choose to place His name (Deuteronomy 16:6). The Psalmist tells us that the Lord chose Zion and desired it for His habitation (Psalm 132:13). And to clarify where Zion is, we are told that Zion is the City of David (II Samuel 5:7). So the Lord chose the City of David.
The Israelites made their Passover sacrifices at the Temple of God, the place He chose for His name to dwell. He chose Zion, or the City of David. So Solomon built the Lord’s Temple in the City of David, on the land his father David purchased. The Bible tells us that this place is also called Mount Moriah (II Chronicles 3:1).
This location had several names down through the history as given us by the Bible; Salem, Jebus, the City of David, Mount Moriah, Mount Zion. These are all the same place, the place the Lord chose.
This is why I believe the Temple of God built by Solomon, rebuilt by Zerubbabel and rebuilt again by Herod was located in the City of David, the place the Lord chose to place His name. For this reason, I believe the Millennial Temple will be built in the same place, because the Lord chose it. I look forward to seeing the Millennial Temple in my new, perfect body promised by the Lord. Always praise His name!

This means they tried to grant themselves more power to declare pandemics and impose measures like mandatory vaccines and travel restrictions without proper oversight.
Countries were then given 10 months to reject these amendments and withdraw from the IHR.
And thanks to the incredible work we’ve done so far, we’re working hard pushing governments to make that happen. Here’s how:

Carleton University in Ottawa is harbouring a convicted terrorist bomber!If you can believe it, he's actually on the payroll as a professor.
Dr. Hassan Diab was convicted in France in 1980 for a terrorist attack on a synagogue which left four people dead and injured dozens. (Far more would have been killed had the ceremony inside the synagogue not run late.)
It was the first major jihadist terrorist attack in France. The timing was deliberate: the bomb was set to explode just as Friday services ended, aiming for maximum devastation.
Diab now teaches a course in the Department of Sociology and Anthropology, ironically titled "Social Justice in Action." The course itself is about him pleading his case for why he shouldn't be extradited to France to face justice. The official readings include his homemade website.
Carleton is one of Canada's wokest universities — complete with a rainbow crosswalk and the ears of the student body intently attuned to microaggressions and people's pronouns. And yet, they have a convicted terrorist walking around freely on campus.

Fauci’s empire exposed: How Trump can cure America’s health bureaucracy:

The Department of Health and Human Services, specifically the National Institutes of Health, the Centers for Disease Control and Prevention, and the Food and Drug Administration, once acted as the body’s natural defenses. This failure was laid bare during the COVID-19 pandemic, which shredded the last vestiges of trust Americans had in their government. At the center of this catastrophe stood Dr. Anthony Fauci, the epitome of progressive rot — a man who turned his government post into an untouchable kingdom.
The Fauci empire
Fauci’s career should serve as a cautionary tale. The deification of bureaucracy
When Fauci infamously claimed, “If you’re attacking me, you’re attacking science,” he wasn’t just defending his actions; he was embodying the progressive vision of government: a pantheon of unelected “experts” ruling unchallenged over the masses. Agencies like the NIH, CDC, and FDA, once meant to serve the public, now tower over us like Greek temples, demanding faith while suppressing dissent.
This progressive model — centralized control under the guise of expertise — is the cancer undermining our republic. It prioritizes bureaucratic power over individual freedom and accountability. Trump’s election represents a rejection of this model. But a rebellion is meaningless without action.

What we know about Russia’s new Oreshnik missile:
Russia’s newly unveiled Oreshnik missile has quickly become the focus of major international attention. Announced by President Vladimir Putin on Thursday, this medium-range hypersonic weapon is seen as a significant advancement in the country’s missile capabilities. One that could have far-reaching consequences for both the Ukraine conflict and broader international security.
With its apparently unmatched speed and precision, and the prospect of mass production on the immediate horizon, this missile could be a game-changer for Moscow’s military operation.
Here’s what we know so far about the Oreshnik and its potential impact.
A new weapon, not an upgrade
Contrary to some claims, the Oreshnik is not an upgrade of Soviet-era missile systems, according to Putin. Instead, it is a completely new development built on modern Russian technology. The president emphasized that the missile represents the culmination of efforts within “New Russia,” referring to developments after the Soviet Union’s collapse in 1991. “It was created on the basis of modern, latest developments,” he stated.
Hypersonic capabilities and precision
The Oreshnik missile is described as a high-precision, medium-range weapon, with hypersonic speed. Putin clarified that while it is not considered a “strategic” weapon, its capabilities are still formidable. “Due to its striking power, especially with massive, collective use, and even in combination with other high-precision long-range systems, the use of Oreshnik will be comparable in power to strategic weapons,” he said.
This missile is designed to fly at speeds of up to Mach 10 (around 7,600 miles/12,200km per hour), which is roughly ten times the speed of sound. The high velocity makes it extremely difficult to intercept using current missile defense systems. “There are no means of counteracting Oreshnik-type complexes in the world,” Putin asserted, explaining that Western missile defense systems, including those deployed in Western Europe, cannot intercept such fast-moving projectiles.
First combat use and response to Ukraine
The Oreshnik missile was first used in combat on November 21, 2024, when it struck a Ukrainian defense facility in the city of Dnepropetrovsk. The target was the Yuzhmash industrial complex, a key Ukrainian defense site inherited from the USSR that produces missile equipment.
Putin justified the strike as a response to Kiev’s use of long-range missiles, like the American ATACMS and British Storm Shadow systems, against Russian territory. “The regional conflict in Ukraine has acquired elements of a global character,” Putin said, highlighting the broader implications of Western involvement.
Mass production and deployment
Following the successful test and first use of the new weapon, Russia has committed to mass-producing the system. “Serial production of Oreshnik is practically organized,” Putin confirmed, with the missiles slated for inclusion in Russia’s Strategic Missile Forces (RSVS). This suggests that they will become a key part of Russia’s long-term military strategy, with the potential for widespread deployment in the coming months.
Putin noted that the missile’s development process was swift and efficient, with domestic technologies ensuring that Moscow has “resolved import substitution issues.” This suggests that Russia has managed to develop the Oreshnik entirely with its own resources, minimizing reliance on foreign components.
Global impact and strategic significance
The Oreshnik missile has the potential to change the dynamics of the Ukraine conflict. According to General Sergei Karakayev, the head of Russia’s Strategic Missile Forces, the Oreshnik “can hit targets throughout Europe.” This makes the missile not only a powerful weapon in the context of Ukraine but also one that could have wider geopolitical implications if tensions escalate further.
While Russia has not explicitly described the missile as a weapon of mass destruction, its precision and destructive power mean that it could be used to target critical infrastructure in enemy states. In Putin’s view, it provides Russia with a technological advantage that currently cannot be matched by any other country.

The Real Anthony Fauci is a 2021 book by Robert F. Kennedy Jr. in which he attacks Anthony Fauci and his leadership of the National Institute of Allergy and Infectious Diseases. In the book, Kennedy offers misinformation about Fauci's role during the HIV epidemic and the COVID-19 pandemic in the United States and HIV/AIDS denialism.[1][2] The book was described as "controversial" by The Guardian and Publishers Weekly and a "conspiracy theory extravaganza" by Science-Based Medicine.[3]
In response, Fauci called the book "unfortunate" and characterized Kennedy as "a very disturbed individual." Of a meeting he had with Kennedy to discuss vaccines early in his tenure with the Trump administration, Fauci would later recall that he "[doesn't] know what’s going on in [Kennedy's] head, but it’s not good.”[4][5]

The Real Anthony Fauci is a 480-page[6] book written by anti-vaccination conspiracy theorist Robert F. Kennedy Jr.[7][8] The book was published by Skyhorse Publishing[9] on November 16, 2021.[10][6] It includes dustjacket blurbs by Tucker Carlson, Naomi Wolf, Oliver Stone, and Alan Dershowitz.[11]
Synopsis
The book accuses American public health leader Anthony Fauci of 30 years of abuse of power, during both the HIV epidemic and the COVID-19 pandemic.[12]
In the book, Kennedy accuses Fauci of pulling off "a historic coup d’état against Western democracy"[13] and promotes unproven COVID-19 treatments, including hydroxychloroquine and ivermectin.[14] The author shares his opinion that COVID-19 vaccines are not sufficiently safety tested,[10] and likens vaccine mandates in the United States to living under the rule of Nazi Germany.[15]
The book accuses Fauci of deliberately neglecting to use hydroxychloroquine in order to increase the number of people who would die from COVID-19.[16] Studies show the drug is ineffective against COVID-19. The World Health Organization recommends it not be used for treating or for preventing COVID.[17][18]
Kennedy also attacks the science of AIDS, spending over 100 pages quoting HIV denialists such as Peter Duesberg who question the isolation of HIV and the etiology of AIDS.[19] Kennedy refers to the "orthodoxy that HIV alone causes AIDS",[6]: 348 and the "theology that HIV is the sole cause of AIDS",[6]: 351 as well as repeating the HIV/AIDS denialist claim that no one has isolated the HIV particle and "No one has been able to point to a study that demonstrates their hypothesis using accepted scientific proofs".[6]: 348 The scientific consensus is that the evidence showing HIV to be the cause of AIDS is conclusive.[20]
Critical reception

Copies of the book for sale in 2023
The book has sold over one million copies[21] and remained a New York Times best seller for seventeen weeks.[11]
Noting Kennedy's concern about the safety of vaccines, the Associated Press pointed out the Food and Drug Administration's three phases of testing.[10] FactCheck.org says "One of Kennedy’s most common and pernicious false claims is that vaccines are not tested for safety in clinical trials," a claim it calls "overtly false."[22]
Both The Guardian[7] and Publishers Weekly described the book as controversial.[9] Newsweek described the book as "inflammatory".[23] Democratic party State Senator Will Brownsberger described the book as promoting a conspiracy.[24][16] Medical doctor Theodore Dalrymple accused Kennedy of paranoia, and criticized his writing for containing contradictions, absurdity, falsehoods, needless exaggerations, and seeing "conspiracy everywhere" while lacking objectivity. Dalrymple's fact checking of five scientific papers cited in the book led him to conclude that Kennedy had interpreted each of them incorrectly and therefore misled readers.[25]
Molecular biologist and science communicator Dan Wilson devoted seven episodes of his Debunk the Funk video series to refuting claims in the book.[2] Wilson concludes that Kennedy is a "full blown" HIV/AIDS denialist who makes "disgusting, hateful, and wrong claims."[2][26]
Infectious disease specialist Michael Osterholm says that Kennedy's anti-vaccine disinformation is effective “because it’s portrayed to the public with graphs and figures and what appears to be scientific data. He has perfected the art of illusion of fact.” Osterholm also adds "this is about people’s lives. And the consequences of promoting this kind of disinformation, as credible as it may seem, is simply dangerous.”[1]

Alberta Health Services reportedly attempted to vaccinate a sixth grader during school hours despite his parents writing 'refused' on the permission form.
EDMONTON, Alberta (LifeSiteNews) — Alberta Health Services has been accused of attempting to vaccinate a child in school against his parent’s wishes.
On November 6, Alberta Health Services staffers visited Edmonton Hardisty School where they reportedly attempted to vaccinate a grade 6 student despite his parents signing a form stating that they did not wish for him to receive the vaccines.
“It is clear they do not prioritize parental rights, and in not doing so, they traumatize students,” the boy’s mother Kerri Findling told the Counter Signal.
During the school visit, AHS planned to vaccinate sixth graders with the HPV and hepatitis B vaccines. Notably, both HPV and hepatitis B are vaccines given to prevent diseases normally transmitted sexually.
Among the chief concerns about the HPV vaccine has been the high number of adverse reactions reported after taking it, including a case where a 16 year-old Australian girl was made infertile due to the vaccine.
Additionally, in 2008, the U.S. Food and Drug Administration received reports of 28 deaths associated with the HPV vaccine. Among the 6,723 adverse reactions reported that year, 142 were deemed life-threatening and 1,061 were considered serious.
Children whose parents had written “refused” on their forms were supposed to return to the classroom when the rest of the class was called into the vaccination area.
However, in this case, Findling alleged that AHS staffers told her son to proceed to the vaccination area, despite seeing that she had written “refused” on his form.
When the boy asked if he could return to the classroom, as he was certain his parents did not intend for him to receive the shots, the staff reportedly said “no.” However, he chose to return to the classroom anyway.
Shortly after, he was called into the office and taken back to the vaccination area. Findling said that her son then left the school building and braved the sub-zero temperatures to call his parents.
Following his parents’ arrival at the school, AHS claimed the incident was a misunderstanding due to a “new hire,” attesting that the mistake would have been caught before their son was vaccinated.
“If a student leaves the vaccination center without receiving the vaccine, it should be up to the parents to get the vaccine at a different time, if they so desire, not the school to enforce vaccination on behalf of AHS,” Findling declared.
Findling’s story comes just a few months after Alberta Premier Danielle Smith promised a new Bill of Rights affirming “God-given” parental authority over children.

Kelly shared how Gabbard’s opposition to the Ukraine war and her meeting with Syrian president Bashar al-Assad added to the “Russian asset” hoax.
But to put that in perspective, Trump famously met a much more hostile leader, North Korea’s Kim Jong Un, in an effort to make peace.
Longtime Democrat turned Trump voter Jillian Michaels responded to Kelly’s explanation of the Tulsi hoax, saying, “This makes perfect sense to me.”
She added, “Diplomacy means you talk to your enemies,” arguing that it is even “more important than talking to your allies.”

Context
The oil and gas sector is a major contributor to Canada's economy, a proven innovator, and a creator of good jobs. It is also Canada's largest source of greenhouse gas emissions, accounting for 28 percent of national emissions in 2021. Despite improvements in emissions intensity in recent years, overall emissions from the sector have grown significantly since 2005. The oil and gas sector has a critical role to play in achieving Canada’s climate objectives and keeping our air clean.
As outlined in the Roadmap , the Government of Canada has a suite of policies to support emissions reductions in the oil and gas sector, including carbon pricing, methane regulations, and multiple measures to support investments in decarbonization, such as investment tax credits for key technologies (for example, carbon capture, utilization and storage, and clean hydrogen), and funding from the Strategic Investment Fund’s Net Zero Accelerator and the Canada Growth Fund.
These measures will help reduce emissions in the sector, but the urgency of the climate crisis requires certainty. Canada must reverse the trend of its fastest-growing source of emissions. That’s why the Government of Canada committed to cap and cut greenhouse gas emissions from the oil and gas sector.
This new measure will set a limit on emissions, not on production. The design will ensure predictable emissions reductions while providing flexibility to respond to unpredictable market forces. By using better technology and improving efficiency, oil and gas producers can maintain, or even grow, production while lowering emissions.

Extensive consultations to date on the oil and gas emissions cap
For the past year and a half, the Government of Canada has been engaging with provinces and territories, Indigenous Peoples, industry, non-governmental organizations, and other interested Canadians to gather views and input. The government also sought advice from Canada’s independent Net-Zero Advisory Body.
On July 18, 2022, the Government published a discussion paper outlining two regulatory options:
(1) a new national cap-and-trade system, and
(2) modifying existing carbon pricing systems.
Many Canadians and organizations provided input. The government received over 150 submissions from provinces and territories, Indigenous organizations, industry, environmental non-governmental organizations, and academics, as well as over 25,000 comments from Canadians. The Government has also held information webinars and bilateral meetings with partners and stakeholders.
The proposed regulatory framework
The Government is publishing a Regulatory Framework for an Oil and Gas Sector Greenhouse Gas Emissions Cap. The Government welcomes input on the Framework to inform draft regulations, which are to be published in 2024. The Framework includes details on the topics below.
A national cap-and-trade system for oil and gas emissions
The Government plans to implement a national cap-and-trade system for oil and gas emissions. Cap-and-trade is a proven market-based approach that has been used successfully around the world to reduce emissions. Cap-and-trade systems work by giving emissions allowances to facilities covered by the system. Each facility must have one allowance for each tonne of carbon pollution it emits.
Over time, the government gives out fewer allowances. To comply, facilities must reduce their emissions or buy allowances from other facilities that have reduced their emissions. They can also use a limited number of other compliance flexibilities, such as carbon offset credits.
Cap-and-trade has many benefits. It guarantees the emissions outcome, while giving facilities flexibility by allowing them to trade allowances. This reduces the overall cost.
Facilities that cut their emissions cheaply and quickly can sell allowances to facilities that may need more time. The value of allowances creates an incentive to invest in cleaner processes and technologies, without prescribing which and when technologies should be implemented.
The cap-and-trade system for oil and gas emissions will be applied through regulations under the Canadian Environmental Protection Act, 1999 (CEPA). Since 1988, CEPA has been used to address a wide range of environmental issues, including air pollution, chemicals, and greenhouse gas emissions.
Who will be included in the cap-and-trade system for oil and gas emissions
The oil and gas sector includes many subsectors. The cap-and-trade system will apply to emissions from oil and gas producers. It will apply to liquified natural gas (LNG) producers and the upstream subsector, which is comprised of conventional oil, offshore, oil sands, and natural gas production and processing. About 85 percent of the oil and gas sector’s total emissions came from upstream in 2021, and new LNG projects are projected to be a growing source of emissions. Emissions from refining and downstream distribution would not be subject to the emissions cap. Refineries are subject to the Clean Fuel Regulations.
The emissions cap
The emissions cap will set a limit on emissions and will be phased-in between 2026 and 2030. The 2030 emissions cap level will be in the range of 106 to 112 million tonnes (Mt) of greenhouse gas emissions. That level is 35 percent to 38 percent below 2019 emission levels. The government will distribute emissions allowances equal to this amount of emissions. Allowances will be distributed to facilities free of charge, initially. This is common practice in cap-and-trade systems. It helps reduce costs to support continued production while ensuring that emissions decline.
The Government has worked closely with industry to set a realistic and technically achievable goal for the sector. Building on production projections from the Canada Energy Regulator’s most recent report, and input from industry on current plans for projects and technologies to reduce emissions suggests that by 2030, the covered parts of the sector should be able to reduce emissions to 131 to 137 Mt, or about 20 percent to 23 percent below 2019 emission levels, even as it increases production by about 12 percent above 2019 levels.

To bridge the gap between the emissions cap (106 to 112 Mt) and the estimated technically achievable reductions in 2030 (131 to 137 Mt), the cap-and-trade system will include some flexibility. In addition to allowances, facilities will be able to use two types of compliance options to compensate for emissions above the cap up to a legal upper bound:
· Offset credits from Canada’s Greenhouse Gas Offset Credit System and from provincial systems, which represent real, additional, and verified projects that reduce emissions.
· Contributions of a specified amount per tonne to a decarbonization fund, which would invest its proceeds in future greenhouse gas reductions.
Taken together, the emissions cap (total emissions allowances), plus the maximum allowable amount of additional compliance options (offset credits and decarbonization fund contributions), establish the legal upper bound, or maximum emissions the sector will be allowed to emit in 2030. The levels of the emissions cap and legal upper bound are expressed as ranges in the Framework, given the Government of Canada’s commitment to ongoing engagement on this policy.
The final 2030 emissions cap and legal upper bound will be set based on the best available information at the time the regulations are finalized, informed by data and information received from interested parties in response to the Framework, as well as by regulatory design details.

When the cap-and-trade system will apply
In mid-2024, the Government plans to publish the proposed cap-and-trade regulations for oil and gas emissions for public comment. Publication of the final regulations is targeted for 2025, with the first reporting obligations starting as early as 2026. The start date of the first compliance period will be determined as part of the regulatory process and will begin between 2026 and 2030.
Cap on emissions, not production: The proposed emissions cap is set at a level that holds the sector accountable for greenhouse gas emissions associated with production growth since 2019, but also provides flexibility to emit up to a level that is based on production that is aligned with Canada achieving net-zero emissions by 2050 and that takes into account technically achievable emissions reductions. Industry experts were engaged to inform estimates of technically achievable reductions. Compliance flexibilities provide flexibility to industry to respond to changes in the global markets, while still being accountable for emissions.
Key Design Features
Ensure emissions reductions occur within the oil and gas sector: Emissions allowances will be tradeable among regulated facilities, but would be unique to the oil and gas emissions cap-and-trade system. Surplus credits, performance credits, or other permits or allowances from other regulations or carbon pricing systems, including federal and provincial output-based pricing systems or cap-and-trade systems, will not be eligible for use within the oil and gas emissions cap-and-trade system.
Complement other policies: The oil and gas emissions cap-and-trade system will be designed to complement other policies, including carbon pricing and methane regulations. For example, emissions reductions made by an oil and gas facility would count toward their obligations under multiple policies, including carbon pricing, methane regulations, and the cap-and-trade system.
Distribute free allowances in a way that recognizes better performance: Emissions allowances will be distributed to facilities free of charge in the initial period. The approach to distributing the allowances between participants will be designed to recognize better performers that are able to produce the same or similar products with a lower emissions intensity. The goal will be to encourage all facilities to move toward highly efficient, low-carbon production.
Provide flexibility to accommodate different decarbonization pathways: Some key low-carbon technologies, including carbon capture and storage, need time to deploy. To provide flexibility on how quickly reductions happen, the oil and gas emissions cap-and-trade system will have three-year compliance periods and will allow facilities to bank unused emissions allowances for sale to other regulated facilities within the system.
Require annual reporting of regulated facilities’ emissions: All covered facilities will be required to annually report their production and their greenhouse gas emissions. To reduce administrative burden, reporting will align with other programs where possible.
Next steps
The Government of Canada has engaged extensively on the oil and gas emissions cap and is eager to continue discussions, including on how to phase in the system between 2026 and 2030. The Government welcomes input on the Regulatory Framework in order to inform the draft regulations, which are planned for mid-2024.
