Carney Liberals push Bill C-16 that could criminalize normal family conversations
With the Liberals in charge for over a decade, it's hard not to feel as if the noose is tightening.
(LifeSiteNews) — Mark Carney’s Liberal government wants to control everything. With Bill C-9, they seek to remove the religious exemption for prosecutable hate speech; MP Marc Miller specifically cited Bible passages as examples. With Bill C-16, they could open the door to criminalizing conversations between family members after the fact.
The new Bill C-16 (not the 2017 bill of the same name, which prohibited “hate speech” on the grounds of “gender identity and expression” and made Dr. Jordan Peterson famous) has been titled the “Protecting Victims Act,” and was introduced by the Liberals in the 45th Parliament. It has not attracted much attention, but as MP Leslyn Lewis recently highlighted, it may have far-reaching effects.
Bill C-16 creates a new offence under Criminal Code Section 264.1 for patterns of “coercive or controlling conduct” in relationships, but goes far beyond abuse and lists non-violent behaviours that are subject to after-the-fact interpretation.
“Do you think the government should criminalize everyday interactions in your home with your family? If not, you should read Bill C-16,” Lewis wrote on X. “The bill creates new offences (Criminal Code Section 264.01), which are deeply concerning for normal, loving family interactions, based on a ‘pattern of coercive or controlling conduct,’ even when no violence, threats, or illegal acts occur.”
“It criminalizes a pattern of otherwise lawful and often common behaviour that may later be perceived as threatening by an intimate partner,” Lewis continued. “That means ordinary family interactions could be re-interpreted as criminal after the fact.” She cited a series of examples that should make Canadians sit up straight:
· Asking a spouse where they are after they said they’d be home,
· Expressing concern about excessive drinking,
· Disagreeing about finances or spending,
· Asking a partner not to give children junk food,
· Raising concerns about time away from family,
· Setting household boundaries or expectations,
Obviously, many of these cited examples, which could be interpreted as “criminal” under the Liberals’ new crime bill, are common discussions and arguments in the family context.
“These are not crimes,” Lewis wrote. “They are part of marriage, parenting, and shared responsibility. This does not diminish the seriousness of coercive control in genuinely abusive relationships. But criminal law should target clear abuse and violence, which are already addressed in law. Bill C-16, as written, opens the door to police intervention in the homes of ordinary families.”
Critics immediately accused Lewis of exaggerating.
“This post is embarrassing to our profession, Leslyn,” responded Liberal MP Kristina Tesser Derksen. “You are a lawyer. You have completely ignored the objective ‘reasonableness’ standard that the legislation applies. Your examples are absurd and would never be captured under C-16. You are so bent on obstructing Parliament’s work to pass legislation that you will sacrifice abused women and exploited children for partisan gain.”
Derksen’s point is well taken. But what she misses is that conservatives no longer trust the Liberal government’s interpretation of “reasonableness.” The Liberals are currently making the same argument about Bill C-9, insisting that the tens of thousands of religious Canadians expressing concerns about the bill are simply being misled into believing that it could criminalize sermons on certain Bible passages. But a government that believes that the basic traditional Christian view of sexuality is fundamentally hateful cannot be trusted when it makes such claims.
As I noted recently, the Liberal Party has presided over a country in which over 100 Christian churches have been vandalized or burned to the ground in the past five years, and has responded primarily by launching new initiatives to combat Islamophobia. In fact, the Liberal government funded a study recently titled the “Rainbow Faith and Freedom Report,” which systematically made the case for targeting places of worship that are not LGBT-affirming, and recommended that concrete action be taken against these churches.
In fact, the Liberals used similar rhetoric in pushing through Bill C-4, which banned so-called “conversion therapy” – but defined the phrase so broadly that it could criminalize conversations between pastors and their congregants, and even family members. Despite a campaign by Conservative MPs to “fix the definition” of “conversion therapy” to ensure that the legislation would not criminalize the discussion of basic Christian beliefs, the Liberals refused. Their intent was clear. The legislation was written broadly deliberately for both a chilling effect and future use in prosecuting those who hold to traditional beliefs.
The Liberal playbook is now standard: put forward legislation under the pretext of combating hatred and protecting the vulnerable, but define terms so broadly that the laws could be interpreted broadly. Then, attack those who object to the wording as paranoiacs who oppose protecting victims. If the last decade has taught Canadians anything, it is that the Liberal government cannot be trusted with our freedoms – and Leslyn Lewis’s warnings should be heeded.

When federal agents seized election equipment in Fulton County, most commentary fixated on optics—who was present, who authorized it, and what it “looked like” politically. But one detail cut through the noise: the presence of the Office of the Director of National Intelligence.
That alone should have ended the speculation. ODNI does not appear for show, and it does not appear for routine disputes. When it appears, it is because something has crossed a threshold—from local controversy into national-security exposure.
What followed was predictable. Instead of asking why intelligence containment was necessary, public debate raced to minimize the question itself.
The panic over the ODNI’s presence at the Fulton County raid misses the point entirely.
The Office of the Director of National Intelligence was not created to kick down doors, run investigations, or replace law enforcement. It was created because the United States learned—catastrophically—that intelligence trapped in silos is worse than intelligence not collected at all.
ODNI was established by the Intelligence Reform and Terrorism Prevention Act of 2004 in direct response to the failures preceding 9/11. The intelligence existed. The warnings existed. What did not exist was a mechanism to force coordination, integrate information across agencies, and control access once sensitive material crossed institutional boundaries. The 9/11 Commission exposed that failure. Congress acted. ODNI was designed not to operate in the field, but to oversee, synchronize, and compartmentalize intelligence across the federal government.
The Director of National Intelligence serves as the President’s principal intelligence advisor and oversees the entire Intelligence Community. That oversight is strategic, not operational. The DNI does not conduct raids or run criminal cases. Intelligence agencies remain under their parent departments by design: CIA operates independently, NSA and DIA sit under Defence, and the FBI’s intelligence arm remains under Justice. ODNI exists above operations, not inside them.
Which is precisely why its presence at a local raid should raise a different and far more serious question.
ODNI does not appear for routine law enforcement activity. It appears when intelligence equities are at risk—when seized material may implicate foreign access, classified vulnerabilities, sensitive technical architectures, or previously assessed threat vectors that cannot be freely disseminated without consequence.
This is not speculation. It is ODNI’s statutory role.
Public statements have cited the DNI’s responsibility for identifying vulnerabilities in critical infrastructure and protecting against exploitation, including in electronic voting systems, under 50 U.S.C. § 3371d. Online critics have seized on the absence of a publicly named foreign adversary to argue that ODNI’s involvement was unjustified. That argument misunderstands how intelligence oversight actually works.
Foreign interference does not need to announce itself as a discrete attack—Russia here, China there—before intelligence authorities act. Intelligence action, is triggered by exposure pathways, not by completed attribution.
My AFFIDAVIT documents those exposure pathways in detail.
It establishes that election systems relied on commercial off-the-shelf hardware sourced from foreign manufacturers, with firmware and software update chains that were not continuously examined by properly accredited Voting System Test Laboratories. That alone creates a counterintelligence concern. Persistent hardware-level exposure does not require a named adversary. It requires risk.
The AFFIDAVIT further documents that election-related data and reporting infrastructure transited foreign-hosted environments through international content delivery networks, including Akamai Technologies, with infrastructure located outside the United States and corporate ties extending into jurisdictions of intelligence concern. At that point, the issue is no longer “foreign disinformation” in the social-media sense. It is foreign infrastructure touching U.S. critical systems.

Their lobbying method is tech-savvy and direct—activists complete online forms, contact senators’ offices, and use provided scripts to convey their message, The Washington Free Beacon reported. Submitting contact details also opts supporters into JVP’s email and text updates, expanding their reach.
Financial backing for these groups is substantial: JVP Action received $150,000 from the Open Society Action Fund and $100,000 from Tides Advocacy, while Detention Watch has raised millions from similar sources since 2019. Such funding fuels grassroots efforts, including sub-grants for local “anti-detention work,” as documented in financial records.
Broader Movement Against ICE Gains Momentum
Detention Watch’s mission is to end immigration detention entirely, framing it as a form of systemic oppression tied to broader social justice struggles. They’ve even labelled a South Florida facility as a “Concentration Camp.”
“Detention Watch Network (DWN) and JVP Action are partnering to urge you to tell your Senators to vote NO on funding for ICE and [Customs and Border Protection],” reads their campaign form.
Meanwhile, the Sunrise Movement, initially focused on climate issues, has shifted gears, with local chapters like the one in Twin Cities promoting “ACTION TRAINING[s]” under slogans like “STOP ICE & BUILD A REVOLUTION.”
Protests and Tensions Escalate in Minneapolis
In Minneapolis, anti-ICE sentiment has boiled over into protests and riots. Two individuals, Renee Good and Alex Pretti, lost their lives during confrontations with federal officials over immigration enforcement operations.
Local groups like the People’s Bail Fund of Minnesota are stepping in, promoting training sessions on social media and aiding detained individuals, with support from entities tied to state-funded legal resources.
Detention Watch’s history shows a dual approach—meeting with ICE officials for dialogue while simultaneously organizing protests and accusing past administrations of neglect. During the Biden administration, the administration advocated leniency and the closure of centers.
Policy Implications Amid Shutdown Threat
As the January 31 deadline approaches, the partial government shutdown remains a looming concern, though ICE operations are insulated by prior funding secured under past legislation. However, the activism of JVP Action and Detention Watch keeps the spotlight on immigration policy.

Downtown church [St. Paul’s Cathedral takes a rare step amid the cold, opens its doors as an Overnight Shelter
For the first time in recent memory, one of London’s historic central cathedrals opened its doors to bring homeless Londoners out of the extreme cold on Friday night.
St. Paul’s Cathedral, which recently underwent a significant renovation to encourage more community and arts use, welcomed roughly 50 people into its historic chapel to stay overnight and out of the dangerous cold after a call-out on social media. Environment Canada issued a yellow warning for cold temperatures that for most of the day Friday sat below -20 C with wind chill, even hitting -30 C.
Kevin George, rector of St. Paul’s at 472 Richmond St. and dean of the diocese of Huron, said that though the cathedral has offered support services, meals and a food bank through its Paul’s Place program, opening the cathedral to homeless Londoners to spend the night was a first.
“What I wanted us to be able to do was open our door and offer an invitation . . . to nothing more than food and sleep and warmth,” he said. “What we got to see (Friday) night for the first time is how we can use this space.
“Part of the reason we’re doing this as well is so that we can be open to all of our neighbours, not just those who want to come and explore and experience a show, but our neighbours who are living in tents or sleeping on park benches.”
The 180-year-old cathedral, nearly as old as London itself, opened its doors between 8 p.m. Friday and 8 a.m. Saturday. Roughly a dozen people remained in the building by 9 a.m. Saturday, with George explaining that they would be able to go to the city’s daytime warming spaces.

George said he heard the forecast for wind chill on Friday night of –30 C to –33 C and knows of the dangers of the cold from living in Labrador City. Coupled with his knowledge of capacity issues at other shelters and warming spaces in London, he decided to act.
“I thought, ‘OK, God, you’re letting me know now is the time for us to open our door and do something,'” he said. “We can’t be a shelter, but we can be a pressure valve.”
A team of about a dozen volunteers helped run the emergency warming centre, he said, and other Anglican churches and social services such as Ark Aid donated materials including food, blankets and yoga mats for people to sleep on. Volunteers were already well versed with the community through the work of Paul’s Place, George said.
Cody Tuffnail was one of the people who stayed at the cathedral overnight. He said he thought the warming centre was well run and hopes it could run more often, potentially even setting an example for other churches to follow.

“If I were trapped outside last night, it probably would have weakened my mental health quite a bit,” he said Saturday. “I would like people not to feel afraid to open doors like this of a church because of Maxwell Lengford, another person who stayed the night, said: “They were nice to do it, they’re very nice people.”
George isn’t ruling out opening the church again as an emergency overnight warming shelter, but said St. Paul’s does not have the capacity to make it a consistent effort. There weren’t any incidents of “grave concern” during the experience, he said, but the issue is logistics.
“We take those opportunities daily here where we can with the food program and so on, but it was really quite something to see that (Friday) night, to look at that (floor) covered in people,” he said.
“I couldn’t go home and sleep (Friday) night knowing that I’m dean of a building with all this square footage sitting empty in the very core of the city, while there’s not enough beds. How do I sleep? I didn’t sleep; I spent a night here.”
St. Paul’s Cathedral was one of several emergency warming spaces during the extreme cold. The city activated its emergency cold response most of the week and Saturday night, including 60 spaces at the Boyle Memorial Community Centre, and roughly 50 extra spaces offered by Ark Aid and London Cares.
Overnight into Sunday, the temperatures in London remained extremely cold, feeling like -23 C with wind chill. The forecast was calling for a Sunday night low of -23 C with wind chill.
