Carney Walks Back tough trade talk, Nullifying most Retaliatory U.S. Tariffs:

Exemptions announced by Carney have effectively nullified most of Canada's retaliatory tariffs, Candice Malcolm discusses Carney's new cabinet, and more.

Although the move may help alleviate some inflation, economists say Canada may still see a recession before the end of the year.



Canada hit the U.S. with several retaliatory tariffs in March, implementing 25 per cent access-the-board tariffs with a further round of tariffs levied in April.

The first suite of tariffs involved new import taxes of 25 per cent on about $60 billion in U.S. goods before adding additional levies against American vehicles in early April.

 

Despite his ‘elbows up’ message while on the federal election campaign trail, Carney has since announced a six-month tariff exemption for products used in Canadian manufacturing, processing and food and beverage packaging.

“The principle in terms of our counter-tariffs is to have maximum impact in the United States, minimum impact here,” Carney said during the federal leadership debate last month. “We have to think about the impact on Canadian businesses.”

 

Automakers such as General Motors Co. are now also permitted to import select vehicles into Canada without being tariffed.

There was an additional carve-out for items related to health care, public safety and national security.

The six-month exemption was welcomed news to Renaud Brossard, vice president of communications at the Montreal Economic Institute.

 

“Increasing taxes on Canadian consumers and businesses – as retaliatory tariffs would do – will not do anything to protect free trade or Canadian jobs,” Brossard told True North.

According to Oxford Economics, effectively suspending these tariffs to zero will lower the risk of inflation and improve Canada’s growth outlook.

 

However, the firm still projects the Canadian economy will slip into recession this year.

The firm upgraded its growth forecast to 0.9 per cent for 2025 and 0.3 per cent next year.

According to the firm, government spending should ease the blow of the trade war but it still forecasts the inflation rate will increase to 3 per cent in 2026.

Only certain retaliatory tariffs on US goods remain, like on food items such as alcohol, orange juice and coffee, as well as cosmetics and clothing.

 

“This six month pause on retaliatory tariffs is good news for Canadians, as they would be the ones paying them, but it will remain a threat hanging on Canadian prosperity until tariffs and retaliatory tariffs are behind us for good,” said Brossard.

London, Ont. Cricket Plant ordered into Receivership amid $41M debt bill to creditor:

Months after it announced layoffs impacting two-thirds of its workforce, Aspire Food Group, the London-based insect agriculture firm specializing in farming crickets for use as protein, has been ordered into receivership by an Ontario court.


Last week, a Superior Court of Ontario justice ordered that FTI Consulting be appointed receiver of Aspire and its related entities, and all "assets, undertakings, and properties" acquired or used by the firm at its Innovation Drive facility, along with its proceeds. The order followed an application filed by Farm Credit Canada (FCC) in February to appoint FTI Consulting as receiver and manager, saying Aspire owed it nearly $41.5 million under an amended credit agreement reached the previous year.

 

Aspire opened the plant in 2022 with the goal of producing up to 13 million kilograms of the insect annually for use as an alternative consumable protein source, it's co-founder told CBC News at the time. A vast majority of the plant's production was for the pet food industry.

 

The 14,000-square-metre plant was opened with the help of roughly $35 million in federal funding through Sustainable Development Technology Canada, Agriculture and Agri-Food Canada, and NGen under Ottawa's Global Innovation Clusters initiative.



In November, Aspire announced it would lay off 100 of its 150 workers at the plant to renovate its production system, with plans to rehire workers this July.

In its application, FCC says Aspire built the London facility based on "proprietary cricket growth and harvesting methodology" developed in a research and development facility in Austin, Texas.

 

Since opening in London, the company had been unsuccessful in replicating the methodology and had failed in commercializing and scaling its operations, FCC's application says.

"As a result of the fundamental operational issues plaguing the Facility, the Aspire Group has not been able to produce positive cash flow/earnings, and production has come to a complete halt in order for the Aspire Group to focus on research and development."

 

It adds FTI was brought on as a consultant to monitor Aspire's monthly statements and operating metrics. Aspire was also required by FCC to sustain a minimum cash balance of $1 million.

"Notwithstanding these amendments, the Aspire Group has failed to recommence production, and its working capital is rapidly depleting," FCC's application reads, adding Aspire was in default of the agreement after failing to maintain the required cash balance.



CBC News has reached out to Aspire CEO David Rosenberg, co-founder Mohammed Ashour, and legal counsel for Farm Credit Canada and FTI Consulting for comment. This story will be updated when they respond. 

Ongoing money trouble

While the plan was to be at full capacity by 2023, the London plant has been operating at half capacity since May 2024, Dale Snider, a senior corporate and commercial account manager at FCC, said in an affidavit filed in court in February.

 

"At certain points, production has completely shut down in order for the Aspire Group to focus on research and development," the affidavit says. Snider notes farming and processing crickets as requiring specialized equipment and a "precisely timed, automated production line."

 

Differences in geography and environment, as well as in the design and build of cricket habitats between the Austin R&D facility and the London plant, have led to "operational and scalability issues," the affidavit says.

 

Adding to the strain, Aspire, which owns the London plant through another company, owed roughly $1 million in back property taxes to the City of London as of late January. "The proposed receiver is deeply familiar with the Aspire Group's business and operations and is prepared to oversee an orderly wind-down of operations at the facility and an eventual sale of the Aspire Group's property through a transparent and court-approved process," Snider says in his affidavit.

 

As security under the loan agreement, FCC was provided a first charge/mortgage against the London facility in the principal amount of $60 million. A factum filed by FCC in court that same month highlights additional causes of Aspire's financial troubles.

Among them, the drying up of government grants and cost reimbursement programs it previously relied on, and "economic uncertainty and market volatility" from threatened U.S. tariffs on goods imported from Canada.



Nearly all of its production is exported to the U.S., the company said in a LinkedIn post in February. 

"We remain committed to Aspire's mission and our leadership in sustainable protein. But we cannot ignore the scale of these disruptions," Rosenberg is quoted in the post as saying.

 

On May 1, FCC told the court it had given Aspire many chances to resolve its issues, including opportunities to secure emergency liquidity to meet payroll, and additional time to finalize repayment.

 

"Despite these accommodations, the Aspire Group has not been successful in formalizing any repayment transaction that will see the indebtedness repaid in the short or long-term," a supplementary factum filed by FCC states.

"At this juncture, it has become clear to FCC that the possibility of the Aspire Borrowers finalizing a repayment transaction in the near term and on terms satisfactory to FCC is negligible."

Since opening, the London plant has been dogged by bizarre conspiracy theories that it's part of a shadowy government plot to force people to eat insects.

In 2022, Aspire signed a memorandum of understanding with a Korea-based food distribution company to identify markets in Asia and Europe for its product.

Question:  Why are so many nations becoming polarized to the point of separation and even civil war? 

 

Answer:  I believe the process started with the introduction of electricity.  Until the 20th century people went to bed after sundown and got up after sunrise to work all day.  But after homes and factories were given electric outlets suddenly all kinds of labor-saving machines gave birth to much idle time.  People had time and night lights to read cheap novels, seeing the world "through the eyes of madmen" (true, most of those authors are now described as neurotic).  Then came radio dramas, movie and television fantasies; but at least the family still gathered together in the Livingroom, or friends gathered together at the theatres, churches and sports arenas.  Today there are too many options, too many special interests in politics and on the internet and social media.  We have drifted apart.

 

We have fractured society even more with the multitude of different nationalities admitted at increasing speeds.  Gone are the fashions and trends that the middle-class pioneered.  Diversity has been the new goal taught at schools, inclusion without integration, equity without equal opportunity.  There are no more cohesive trends for society to conform to, only multi-polar universes pulling us apart.  

 

It takes special analytics to see the big picture, to see the cycles progressing or regressing.  Martin Armstrong has such skill, based on the way he has programmed his computer .  So do Don Brooks and I, based on the way we charted the 6 Cycles of God.  And we are marvelously in agreement with Martin.

Running out of Patience:

The first direct talks between Ukraine and Russia in three years get under way today. There’s little optimism for a breakthrough that could end the war.

The two sides are bringing different agendas to the meeting in Istanbul.

 

President Vladimir Putin sent a delegation headed by an aide who led Russia’s team at the last direct talks, also in Istanbul, in 2022, soon after the full-scale invasion of Ukraine. Then, the Kremlin said Ukraine accepted a draft protocol of Russian demands for halting the war, something Kyiv disputes.

The message was clear — Putin wants to resume talks where they broke off.

 

Ukrainian President Volodymyr Zelenskiy’s team is led by his defense minister and dominated by military officials. Its mandate is to seek a ceasefire to create space for peace negotiations.

Putin has so far rejected US and European calls for a 30-day truce. Russian forces currently have the upper hand on the battlefield.

 

While Zelenskiy challenged Putin to meet him in Turkey, the Russian leader never indicated that he’d join the negotiations.



President Donald Trump, who’s concluding a Middle East tour today, summed up the US judgment on the peace talks, telling reporters “nothing’s going to happen until Putin and I get together.”

 

WATCH: Despite years of sanctions for annexing Crimea and a later full-scale invasion of Ukraine, Russia’s economy has shown resilience.

 

The Kremlin also believes a meeting between Putin and Trump is essential to reach a deal to end the war.

Yet neither side is making a concrete proposal for a summit. Trump said today he would meet Putin “as soon as we can set it up.”

Today’s talks may kickstart a process that ultimately leads to an accord. It may as easily break down in mutual recriminations.

 

The Trump administration has said the clock is ticking down on its patience in engaging in diplomacy for a deal.

A failure in Istanbul may become a catalyst for the US to walk away.

Trump touts $1.5trn in Saudi investment, lifts Syria sanctions

Surprise move could be huge boost for war-torn country

 

President Donald Trump announced on Tuesday that the U.S. will lift long-standing sanctions on Syria, and secured a $600 billion US commitment from Saudi Arabia to invest in the United States on a trip to the Gulf.


The U.S. agreed to sell Saudi Arabia an arms package worth nearly $142 billion, according to the White House which called it "the largest defence co-operation agreement" Washington has ever done.

 

The surprise announcement about the sanctions would be a huge boost for Syria, which has been shattered by more than a decade of civil war. Rebels led by current President Ahmed al-Sharaa toppled President Bashar al-Assad last December.

Speaking in Riyadh, Trump said he was acting on a request to scrap the sanctions by Saudi Arabia's de facto ruler, Prince Mohammed bin Salman.

 

"Oh, what I do for the crown prince," Trump said, drawing laughs from the audience. He said the sanctions had served an important function but that it was now time for the country to move forward.

The United States declared Syria a state sponsor of terrorism in 1979, added sanctions in 2004 and imposed further sanctions after the civil war broke out in 2011.

 



Syrian Foreign Minister Asaad al-Shibani said on X that the planned move marked a "new start" in Syria's path to reconstruction. Trump has agreed to briefly greet Sharaa in Saudi Arabia on Wednesday, a White House official said.

Trump and the Saudi crown prince signed an agreement covering energy, defence, mining and other areas. Trump has sought to strengthen relations with the Saudis to improve regional ties with Israel and act as a bulwark against Iran.

 

The agreement covers deals with more than a dozen U.S. defence companies in areas including air and missile defence, air force and space advancement, maritime security and communications, the fact sheet said. The Saudi prince said the deal included investment opportunities worth $600 billion, including deals worth $300 billion that were signed during Trump's visit.

 

"We will work in the coming months on the second phase to complete deals and raise it to $1 trillion," he said.

Saudi Arabia is one of the largest customers for U.S. arms.

Reuters reported in April the U.S. was poised to offer the kingdom an arms package worth well over $100 billion.

"I really believe we like each other a lot," Trump said during a meeting with the crown prince, Saudi Arabia's de facto ruler.

 

The U.S. and Saudi Arabia had discussed Riyadh's potential purchase of Lockheed F-35 jets, two sources briefed on discussions told Reuters, referring to a military aircraft that the kingdom is long thought to have been interested in.

It was not immediately clear whether those aircraft were covered in the deal announced on Tuesday.

Trump, who was accompanied by U.S. business leaders including billionaire Elon Musk, will go on from Riyadh to Qatar on Wednesday and the United Arab Emirates on Thursday.

 

He has not scheduled a stop in Israel, a decision that has raised questions about where the close ally stands in Washington's priorities, and the focus of the trip is on investment rather than security matters in the Middle East.

Trump, however, wants Israeli Prime Minister Benjamin Netanyahu to agree to a new ceasefire deal in the 19-month-old Gaza war.

Police seize drugs 218 times in 1st month of cracking down on open drug use in London

Most seizures involved fentanyl, and officers not laying charges for personal amounts

A campaign launched to crack down on open drug use in London's core recorded 218 drug seizures by police in its first three weeks, the head of the London police foot patrol unit says.

 

London's police chief unveiled the approach, dubbed Project Pathways, during a news conference on April 8. The seizure tally spans its launch that day through to April 30, said Staff Sgt. Sherri Baltzer.

"I think it's going really well. We've had a lot of positive feedback from the community at large," Baltzer told CBC News. There's been a "marked difference" in the way people using drugs are responding to officers, she said.

 

"A lot of times in the past, they weren't even making any effort to hide it, even when officers were coming up … We're still finding a significant amount of that, but nothing near what it was." 

 

The aim is to deter such open drug use, which has become a visible issue, and provide pathways to support services. To do that, police increased foot patrol officers and patrols in downtown, midtown, and Old East Village, with some paired with health care workers.

 

The public's perception was that police were "just walking by" blatant, open drug use, Chief Thai Truong said last month.

"We've heard that loud and clear. We're expecting our officers to engage … we need to pivot."



Of the 218 seizures in April, most involved fentanyl and ended with officers not laying charges for personal amounts, a decision up to the discretion of each member of foot patrol, which numbers 27 constables, two sergeants and Baltzer.

"They're not typically laying a charge unless circumstances dictate they should lay the charge," such as how often they've been spoken to, and where they were using. 

 

Roughly 49 per cent of their calls in April were related to trespassing, and 46 per cent to in-progress drug use, Baltzer said, adding officers had seized no firearms.

 

Most people the unit interacts with are known to them by name, and will oftentimes voluntarily turn over their drugs, she said. Some searches have turned up larger drug amounts, leading to charges for possessing for trafficking.

"If they're illegal drugs, then we are seizing them," she said. "If there's someone using openly, that's our first engagement with them, and we will seize those drugs, or if they have a small amount in a pipe or on a piece of tin foil, we will seize that and tag that for destruction."


Most interactions involve compliant individuals who receive a warning and are advised of resources, however fewer people than expected are biting.

"I was hopeful more people would accept the resources we're offering, or that we're saying are available," Baltzer said.

Police can't force someone into harm reduction or recovery, but can serve as a contact for social agencies, and provide transportation assistance.



Participants with London's Carepoint Consumption and Treatment Service site have told workers they were referred by police, said Megan Van Boheemen, director of harm reduction services with Regional HIV/AIDS Connection (RHAC).

In some cases, officers have walked with participants to the site, she said. 

 

Nearly 1,900 people accessed Carepoint in April, up from the monthly average of 1,500, and staff responded to 28 overdoses, also above average, Van Boheemen said. Given Project Pathways is still new, she declined to draw a direct correlation between it and the increases.

 

Police have been collaborative in developing the project, working with RHAC, London Health Sciences Centre, and other agencies. To prepare, foot patrol officers toured Carepoint and got a rundown of its operations, Baltzer said.

 

Like other province-funded consumption sites, Carepoint participants can only ingest, inject, and snort their drugs. Only two facilities in Canada offer supervised inhalation services — Casey House in Toronto, and Prairie Harm Reduction in Saskatoon. 

 

"People who inhale their substances don't have a place anywhere in the community to safely use," and seizing drugs can put them in a cycle of needing to get more, said Chris Moss, executive director of London Cares. 

"It's a negative cycle that does increase criminality in the community, it could increase violence and can increase escalations … Taking it away isn't solving any problems, it's actually perpetuating more."

 

The problem is compounded by a lack of medicated withdrawal options for those with fentanyl addictions, who can't just quit cold turkey, she said. She's concerned people may just go elsewhere, out of view, to avoid having drugs confiscated. 

 

"I certainly hope that's not an end result, but none of our statistics right now show that that's the case," Baltzer said of increased criminality. She says there's no evidence to suggest that it was pushing people into areas where they may overdose alone.

Drugs are illegal, and in fentanyl's case deadly, and the police have an obligation to enforce the law and are doing so compassionately, she said.
