Proposed 40,000-person development near Port Dover divides rural community
The provincial government’s push for housing and development is dividing the people of a mainly rural community in Haldimand County.
Developers are proposing a huge new housing development of 40,000 people near Port Dover, but the project is facing opposition.
This is a conflict between people who like things the way they are in their community and say the cost of change, both socially and financially, would be too high. Others say the project would mean a new era of jobs and prosperity.
In the areas around Port Dover and leading into the town, “No MZOs” is a common sign. MZOs are Ministerial Zoning Orders, the method the provincial government is proposing to use to clear the way for a massive project of building and business development near Port Dover.
“It is a bad idea. This MZO will create residential use in an industrial park,” said Haldimand Mayor Shelley Ann Bentley.
The project would see houses built along with light businesses in a huge area next to Stelco’s Lake Erie Works. The development would cover about 1,700 hectares of land with as many as 15,000 homes for an estimated 40,000 people.
Just east of Port Dover, opponents say the community’s infrastructure — including things like roads, schools, health care, policing and traffic — are already overworked and cannot handle that many people.
“Who will pay for that wastewater treatment plant to service the industrial park area and the residential use that is coming? Who will pay for the extra health care that’s going to be required for that area? Who is going to pay for the new school that is going to be required?” said Bentley. “It’ll fall on the backs of the taxpayers of Haldimand County.”
Opponents are also worried about losing the jobs that already exist at Lake Erie Steelworks if it has to co-exist next to 15,000 homes, citing concerns about industrial pollution.
“No industry is going to continually put up with the continual attacks on, ‘oh my house needs to be power washed, my windows need to be cleaned,’ and these are the types of things that the companies get hit with from people living near industrial parks,” said Haldimand-Norfolk MPP Bobbi Ann Brady. “I know so many families who depend on a career at the industrial park and we are at risk of losing that.”
However, Dennis Travale, a former mayor of Norfolk County, says the development will mean housing, jobs, investment and infrastructure for the region. He notes that it will be done over decades, taking as much as 80 years.
But residents like Brittany Brodie are afraid of what they will be losing.
“We don’t want it. We don’t have enough room in the town,” Brodie said. “It’s a small town, you can walk into any store. I walk into the convenience store with my kids and, ‘Hi Brittany, hi Blake, hi Paisley.’ You know, everybody knows everybody by name. And 40,000 people coming in, that’s crazy.”
As for the Ministerial Zoning Order, the provincial government is putting the MZO out for consultation with the public. Meanwhile, word has spread that a rally is planned for Friday for opponents to speak out against the proposal.

President Donald Trump on Monday gets to ring the opening bells for the New York Stock Exchange and the Nasdaq from the golden confines of the Oval Office, a symbolic act that reflects how he has increasingly tied his presidency to the stock market.

In championing the accounts, Treasury Secretary Scott Bessent has emphasized that many Americans have no direct exposure to stocks.

"Today, 38% of American adults do not own stocks," Bessent said last December. "But with Trump Accounts, over time, we can get that number down to zero."
The S&P 500 stock index posted gains of 17.9% in 2025, but that came after annual returns of 25% in 2024 and 26.3% in 2023, during the presidency of Democrat Joe Biden.
The benchmark stock index has risen roughly 10% so far this year.
But just as inflation crushed public support for Biden, Trump has also seen his approval fall prey to a cycle of rising prices. Trump won the 2024 election by promising to bring down costs, but his tariffs and the start of the war in Iran created new inflationary pressures.
The consumer price index has climbed 4.2% over the past 12 months, up from 3% when Trump started his second term in January 2025.

Kiev has refused to accept the bodies of Ukrainian soldiers who died in the fighting over Konstantinovka – a key Donbass stronghold liberated earlier this week – the Russian Defense Ministry has said.
Moscow has offered a humanitarian pause to ensure the remains of the dead could be handed over to relatives and buried properly, it added.
The Defense Ministry made its proposal on Saturday through the existing security service channels, it said in a statement on Telegram. The Ukrainian military was asked to halt the shelling of Konstantinova between 12:00 noon and 6:00 PM (Mocow time) on Monday to make the handover possible and inform the Russian command about their decision in advance.
“The Ukrainian side has rejected this proposal,” the Russian ministry said on Sunday.“The Kiev regime has done absolutely nothing so that the bodies of dead Ukrainian servicemen could be buried properly by their relatives,” the statement added, calling it “yet another” demonstration of the Ukrainian authorities treating soldiers as “cannon fodder.”
Ukraine’s Vladimir Zelensky “does not need Ukrainians; neither dead, nor alive,” Russian Foreign Ministry spokeswoman Maria Zakharova told Zvezda TV, commenting on the development.
Kiev has been accused of deliberately obstructing the return of the bodies of Ukrainian soldiers in the past. Last year, the governor of Russia’s Zaporozhye Region, Evgeny Balitsky, published nearly 100 names of dead Ukrainian soldiers he said had been disowned by Kiev. The documents published by the official also contained their ID and places of death.
The soldiers were among the more than 6,000 Moscow offered to return to Kiev in a unilateral humanitarian gesture during the direct talks in Istanbul in 2025. According to Lieutenant General Alexander Zorin, a member of the Russian negotiating team, the Ukrainian officials “unexpectedly” postponed the acceptance of the bodies and failed to appear at the agreed location.
Balitsky also accused Kiev of trying to conceal the scale of the Ukrainian losses and avoid paying compensation to the fallen soldiers’ families at the time.
The latest development comes days after the Russian military reported the full liberation of Konstantinovka. The strategic Donbass city was taken after weeks of intense fighting. According to Russian Colonel General Sergey Rudskoy, the Ukrainian military lost around 13,500 troops in the battle.
