  • ·        Foreign Affairs Minister Anita Anand says more than 8,000 Canadians in Mexico have contacted Global Affairs in the last day, pushing the number registered there to over 26,000.

2,000 troops deployed to Jalisco

The Mexican government has deployed another 2,000 military troops to Jalisco, according to Reuters, as concerns linger of further violence in the state over El Mencho’s death. 

 

The consulate is not answering phone calls

In response to some Canadians saying they weren't able to get through to the consulate on the phone Sunday, MacKay told Power & Politics that consular staff were instead working to push information out online. 


"They're all working, and they were certainly all working yesterday as well. In a situation like this, we typically don't provide information by answering phone calls," he said. "And that's because each phone call tends to take a lot longer than anyone expects, and it really ties up a lot of staff."


MacKay says anyone registered with the embassy will get the latest information by email or text, and anyone can also find it by following the embassy on Facebook or X, or searching for the latest Canadian government travel advisories online. 

 

Ambassador 'optimistic' flights will resume soon

Canada's ambassador to Mexico told CBC's Power & Politics he's "feeling optimistic" that commercial airlines will start flying Canadians back home on Tuesday. 

"We're absolutely going in the right direction of stabilization after yesterday's obviously very dramatic events," Cameron MacKay said. 


So far, only Air Transat has said it will resume flights out of Puerto Vallarta after all of Canada's major airlines suspended flights to and from the destination and several other parts of Mexico. 


MacKay said commercial airlines have "more than enough capacity" to get Canadians out and, at this point, there is no need for the government to step in and airlift citizens. 

He said he anticipates Canada's travel advisory for Mexico will be updated later today. 

 

'High-level targeting' doesn't weaken cartels: expert

Going after cartel leaders has an obvious moral appeal, says Vanda Felbab-Brown, director of the Initiative on Nonstate Armed Actors at the Brookings Institution.

There's just one problem, she says. It doesn't work. 

"It's been highly counter-productive, and it has not accomplished weakening the power of the cartel or the amount of drugs that are being trafficked," Felbab-Brown told As It Happens. 


Targeting cartel heads often spurs retaliatory violence, she says, and eventually it turns into internal cartel violence that could last for months.

The best way to weaken a cartel, she says, is to target the "brain part of the operations" — financiers, money launderers and strategists.


She suspects the Sheinbaum government already knows this, but "the swords hanging over its head" forced it to make a big move.

 

Family in Guadalajara staying home, says Surrey restaurant manager

I’m Kier Junos, a reporter from our Fraser Valley bureau in B.C.


Fernando Fagueroa manages Taqueria Jalisco Mexican Restaurant in Surrey. Since the violence began, he says he's been in constant contact with his family over WhatsApp.

"Everything in Mexico now is so hard," he said, from behind the bar.

"My family and my friends live in Mexico in Guadalajara," Fagueroa said, a city still under a shelter-in-place order. "If they go outside, the cartel says they will kill the people. I’m stressed."


He said his family expects to be locked down inside their homes for a week. Major stores may be closed, posing questions of how long they can make their food last.

"For all the Mexican people living in Vancouver, in B.C., don't worry, everything will be OK. And our families will be OK," said Fagueroa.

 

1,000 stranded overnight at the zoo

The Associated Press

More than 1,000 people were stuck overnight in Guadalajara’s zoo, where they slept in buses. On Monday morning, mothers wrapped in blankets carried their toddlers out of the buses for a much-needed bathroom break as police trucks guarded the area.

Luis Soto Rendón, the zoo's director, said many had been trapped there since Sunday morning, when violence broke out in Jalisco and surrounding states. Families concluded they could not return home in nearby states like Zacatecas and Michoacan.

"We decided to let people stay inside the zoo for their safety," Soto said. "There are small children and senior citizens."

 

Increased violence not inevitable: analyst

Historically, Mexico's taking out the leader of a major criminal organization has led to increased violence. 

But one expert told CBC News Network there are some unique factors at play in this case that may offer hope for greater calm. 


Pamela Starr, an international relations professor at the University of Southern California, said the CJNG cartel is not hierarchical like most cartels, but "more of a federation," which could mean regional groups will continue their operations without a leadership struggle. 


Starr says it's also possible the cartel had a succession strategy already in place, especially because El Mencho suffered from kidney failure. 


"If either of those is the case, we'll know in a couple of days, because there won't be significant violence," she said. "Otherwise, I expect there to be a significant increase in violence that the Mexican government is going to have to address, and address aggressively."

 

Puerto Vallarta still a 'haven': resident

De La Cerda says things have calmed down considerably in Puerto Vallarta since the violence first erupted.

He says he's been awed by how the city's community has come together to look out for each other as this unfolds. 


"Everybody was like, 'Hey, if you don't have rice, if you don't have coffee, if you don't have something, don't go out. Just let us know, and we'll find a way to get it to you,'" he said.


Despite everything, he still calls the city his "haven," and says he has no intention of moving again. 

"PV, to me, is home," he said.

An ideographer in Puerto Vallarta describes the aftermath of weekend violence

Zacarías De La Cerda, a videographer in Puerto Vallarta, says a sense of calm tempered by caution has settled over the Mexican city after an outbreak of violence over the weekend in response to a cartel leader's death in a military operation.


Hello, I'm Sheena Goodyear, and I work with CBC Radio's As It Happens.

When Zacarias De La Cerda moved from Monterrey in northeastern Mexico to Puerto Vallarta about six years ago, he was looking for some peace.


Cartel violence is so common in the north, he says, that "it becomes something normal." But he never expected to wake up to smoke and chaos in Puerto Vallarta, a city known for its beautiful beaches, lively nightlife and bustling tourism industry.

"I was shocked," De La Cerda, a videographer, told As It Happens host Nil Kӧksal. "This doesn't happen here."


Still, he says, things are playing out differently than he's seen before. He's seen videos of gang members telling residents to vacate stores and get out of their cars before setting them aflame.


"They were being told. In the northern part, people don't get told," he said. "People just become victims."

 

More violence likely from cartel: expert


Mexican President Claudia Sheinbaum campaigned against the 'kingpin' strategy of eliminating cartel leaders to deal with her country's security crisis. But with the killing of the cartel leader known as 'El Mencho,' the Mexican government 'likely bought itself a bit of time' from Washington as the Trump administration threatens unilateral intervention in Mexico, says Elijah Glantz, a research fellow for the organized crime and policing team at the Royal United Services Institute in London.


Good afternoon, I'm a member of CBC's live page team. 

More violence is likely to come in the wake of El Mencho's killing, one expert told CBC News Network. 


"Things can get a lot worse before they get better," said Elijah Glantz, research fellow at the Royal United Services Institute. 


Glantz says the CJNG cartel is faced with a "three-pronged dilemma." It has to stave off internal subfactions that might want to spring free from the cartel, hold off rivals from encroaching on its territory and negotiate with the government to re-establish an "unspoken truce" that the state will not target its leaders. 


He says CJNG is known for using violence to achieve these ends.

We keep hearing whispers that the Trump administration wants to get the spotlight off pharmaceuticals and vaccines ahead of the midterms. Instead, the focus should be on cleaning up the food as the path to great American health. The messaging around food polls better, they say, whereas the pressure on vaccine makers and culling of the childhood schedule is a political loser. So, they say.


We’ll get to whether this is true (evidence is weak or non-existent), but first, a comment on campaigning by polling. The Trump movement has defied the polls constantly for ten years, choosing populist instincts instead as campaign themes. That has worked. How many times must conventional polling fail before the political class gets the message that they should not determine messaging?

 










In 2020, 34 percent of those polled had negative or somewhat negative views. That is now 58 percent, with only 28 percent expressing some confidence. That’s rock-bottom.








A Gallup poll from 2022 reveals scant support for Covid vaccine mandates in schools, with only 13 percent of Republicans favouring them in elementary schools and only 18 percent for them in college. In general, more than 80 percent of Republicans oppose such mandates, which is exactly the reverse of Democrats, though this poll was four years ago, and that has likely changed, too. Independents are split.


Back in 1992, the public overwhelmingly supported vaccination requirements in general: 80% for and only 17% against. Those numbers are on the verge of crossing, according to Gallup. Even with a vaguely worded question clearly biased toward positive answers, 45% now say the government should stay completely out, while only 51% support vaccination requirements.


In any case, let’s look at the evidence we have.

Gallup has measured confidence in the industry for a quarter of a century. During this time, the status of the pharmaceutical industry has only fallen.


Now it rates second-to-last of 25 industries, right above the government itself.

We should be particularly struck by the trends in answers to the following absurdly biased question: “How important is it that parents get their children vaccinated?” The easy answer is it is important. Pollsters know that you would only construct such a question if you are going for an overwhelmingly positive answer.


To say it is not important is to mark yourself as a radical with a sudden burden of proof to show the science. It’s almost like asking if apple pie is American. And yet even here, we see dramatic declines in the numbers.


This poll reveals a notable intensity on the subject.

Republican parents are far less likely than Democratic parents to have high confidence in childhood vaccine effectiveness (45% vs. 71%), safety testing (29% vs. 63%), and the vaccine schedule (27% vs. 58%), according to Pew.


We are starting to see change even on the MMR vaccine that one might expect to be nearly noncontroversial with the public at large. Republicans in particular are less willing to endorse even this one. Meanwhile, a pharma-biased Annenberg poll shows “statistically significant erosion in support” for common vaccines based on concerns over safety.


The results of a Fabrizio poll from February 2026 have not been made publicly available. But a memo released by Tony Lyons of MAHA Action reports even more salient facts. A plurality of all voters believe that families should be given a choice over vaccination.

Also, the same poll shows overwhelming opposition to the liability shield that currently protects vaccine makers. Removing these protections from pharma is overwhelmingly popular among Republicans, Democrats, and Independents.

The same poll asked, “Are you concerned about any negative health impacts from any required or optional vaccines?” A strong majority of Republicans (67%) said yes. This figure rose to 79% when filtered for strong supporters of President Trump.


In sum, we live in times of grave doubt about pharma, vaccine proliferation, vaccine safety, and everything associated with government and industry as it relates to injections. Indeed, this is an issue that brought Trump to power, with MAHA voters providing the margin of victory. Repealing the liability shield in particular is a popular agenda item.


Why, then, would there be people now whispering that all Republicans should shut up on the whole topic? The answer appears to trace to a horribly biased poll from December. It has everyone spooked, though very clearly, the poll is badly constructed.


The Bad Poll That Shook the Republicans

Let’s take a close look at a Fabrizio poll conducted back in early December 2025. The pollster said: “Republican and Democratic candidates who support eliminating long-standing vaccine requirements will pay a price in the election.… Vaccine skepticism is bad politics.”


Sheryl Gay Stolberg of the New York Times identifies this poll as the one that rattled Republicans. “Just one in five voters approves of rolling back established vaccine recommendations…according to the Republican pollsters Tony Fabrizio and Bob Ward.”

Look at this preposterous statement to which respondents were asked to agree or disagree: “Vaccines save lives.” Also: “Vaccines are the best defence against many infectious diseases.” No surprise: you get overwhelming majorities agreeing with both statements.


This is shabby polling. To disagree with the statement “Vaccines save lives” means that you would have to believe that in the 228 years since the invention of vaccination, they have not saved lives. That’s an absurd statement. Clearly, vaccines have saved lives. If you are bitten by a rabid dog, are you going to get a rabies shot? Of course, and it will save your life.

The statement is hardly in question apart from a few radicals among whom I cannot count myself. In fact, it’s shocking that 10 percent would disagree.

That such a question would appear on a poll reveals that it is not even slightly objective.

We could observe the same about the second question about vaccines as defences: yes, some vaccines are sterilizing. No kidding. The chickenpox shot generally stops chickenpox. That remains true even if you think that natural infection is preferred for its broader and more durable immunity. Same with measles.


Why are such preposterous questions on a poll? To skew the results.

This poll is indescribably bad. For example, it asked opinions on the following: “remove established childhood vaccine recommendations for diseases like whooping cough, measles, hepatitis, and others.”


No surprise that people said no. Change the wording a bit, and you would get a completely different answer. For example, why add “established” to the sentence? That’s introducing bias.


And why “recommendations” versus requirements – they mutate magically once laundered through agencies, schools, and workplaces – which is what is really in question. This poll was designed to get the results it did.

For example, look at how they laid out what candidates would emphasize. The pollsters offer five warm fuzzies and then three more controversial and edgy, the last one of which is completely misworded and convoluted. Is it any wonder that it produced the results it did?


Here is yet another absurdity. The poll asks parents “do you or did you” follow vaccination recommendations by “their pediatrician or health care provider.” No shock here that the overwhelming majority say yes. There obviously would have been very different results to a simple question of whether parents are more or less inclined to follow government recommendations for all past shots in the future.


Who commissioned this monstrosity of a poll? The answer is that Fabrizio does not say. We simply do not know. Does that raise alarm bells? It should.

Republicans and everyone: do better at examining these polls, how they are conducted, the questions they ask, and how they fit with the conclusions penned by the pollsters themselves. Use your good sense here and ask how the questions could be different to produce different results.


Someone commissioned this December Fabrizio poll to produce exactly the results it did, and give fodder to whoever wants Robert F. Kennedy, Jr. to be quiet on the explosion of the vaccine schedule, the mandates for shots, and the indemnification of the entire industry.


In the bigger picture, the entire world shut down just a few years ago – destroying countless businesses, communities, and lives – so that we could wait for a pharmaceutical product that turned out to be ineffective and caused enormous harm. This has caused the industry’s reputation to go into a tailspin and prompted a huge populist outcry to stop the madness.


Today, the entire pharmaceutical industry is in disrepute, even as governments and schools still require people to take their products as injections at all ages. We are supposed to believe that it is politically dangerous for Republicans to talk about this, all based on this one poll that is essentially a hoax and an obvious one? Absurd.

What we need right now is a fair poll, in plain language, that deals with existing realities and that generates objective results. Who is up to the task?
