CCAL Delivers Open Letter to Council: The Science Was Never There, the PM Admits the Framework Failed — It's Time …


Today, July 8, 2026, CCAL sent the following open letter to Mayor Morgan and every member of London City Council.

The message is simple: the science was never there. The political framework has collapsed. The spending was always unsustainable. And with a municipal election this fall, Council has one last chance to get on the right side of this before voters do it for them.

We are asking Council to do four things:

1.    Revoke the Climate Emergency Action Plan (CEAP) — entirely.

2.    Dissolve the Climate Emergency Reserve Fund and return every dollar to taxpayers as direct property tax relief.

3.    Acknowledge publicly that the “climate emergency” was built on failed models and political agendas, not real science.

4.    Commit that future environmental decisions will be guided by empirical evidence — not UN frameworks, not activist campaigns, not grant-chasing consensus.

Subject: Revoke CEAP and the Climate Emergency Reserve Fund - Open Letter


Dear Mayor Morgan and Members of Council,

In 2019, Council declared a “climate emergency” and adopted the Climate Emergency Action Plan — a decision built on political agendas, UN frameworks, and climate modeling that has never matched observed reality.


The science was never there. Council was warned. CCAL has been telling you for several years now. Friends of Science has been shouting it. The CO2 Coalition has been shouting it. Council has ignored it all and voted to spend millions of taxpayer dollars chasing a phantom.


Now, even the Prime Minister of Canada has admitted the entire federal climate strategy — the very framework CEAP was modeled on — is a $200-billion FAILURE.

It is time for Council to rectify its mistake. Revoke CEAP immediately and dissolve the Climate Emergency Reserve Fund.


And with a municipal election this fall, every member of this Council should be asking themselves a simple question: do I want to campaign on defending a climate plan the PM himself admits was a failure, or do I want to be on the right side of this before my constituents make the decision for me?


The Science Council Ignored

Before Council spends another dime, it needs to reckon with what the actual science says — not the political science, not the UN press releases, not the activist briefings, not the AMO and FCM agendas, but THE REAL SCIENCE:


CO2 is not a pollutant. It is the fundamental building block of photosynthesis. Without it, there is no plant life, no food, no ecosystems. The planet has been measurably greening as CO2 has risen — satellite data confirms a significant increase in global leaf area directly attributable to CO2 fertilization.


The climate models don’t work. Every IPCC scenario has overshot observed warming. The models can’t hindcast the past, let alone forecast the future with any skill. Basing municipal policy on model outputs that have consistently failed their own validation tests is not science — it’s policy by superstition.


There is no climate emergency. Extreme weather events are not increasing in frequency or intensity when properly normalized for population growth, increased property exposure, and reporting bias. The “emergency” framing was a political device to bypass democratic scrutiny — and this City and Council fell for it.


Canada’s emissions are globally irrelevant. At roughly 1.5% of global CO2 output, even eliminating every car, factory, and furnace in the country would produce a change in the global climate signal so small it would be statistically undetectable. CEAP was never going to “save the planet.” It was always just going to cost Londoners more money.


Net zero is a thermodynamic and material impossibility on any realistic timeline. The global energy system runs on fossil fuels — over 80% — and has for decades despite trillions spent on “transitions.” The minerals, metals, land, and timelines required to replace that system don’t exist. CEAP was built on a fantasy.


These are not “fringe” positions. These are the conclusions of actual scientists who refused to join the grant-chasing consensus — the very people Council and City Hall chose to ignore in 2019. This is a climate exaggeration that has been used to justify spending billions of taxpayer dollars on a problem that was never going to be solved by municipal bike lanes and fleet electrification studies.


The Political Framework Has Now Collapsed

Even if you set the science aside — and you shouldn’t — the political scaffolding under CEAP has crumbled:

  • ·        Prime Minister Mark Carney has admitted the $200-billion federal climate strategy is a bust. His words: “too much regulation, not enough action” — “and then nothing happens.” A half-trillion dollars across all levels of government. $12,000 per Canadian. Emissions flatlined. And the PM now says the targets were never achievable.

  • ·        The consumer carbon tax is dead. EV mandates are being scrapped.

  • ·        Premiers Ford and Smith just unveiled the Northern Shield Energy Corridor — a 3,300 km pipeline from Hardisty, Alberta to Sarnia, Ontario, moving 500,000 barrels of oil per day for domestic refining. The province isn’t just walking away from climate orthodoxy — it’s pouring concrete and laying steel in the opposite direction.


The federal government that told you to declare an emergency now admits its own plan failed. The provincial government is building pipelines. And London is still funding CEAP.


What CEAP and the Climate Emergency Reserve Fund Have Actually Cost London

Council has never been transparent about the full cost of its climate agenda. There are two separate money streams that need to be addressed:


First, the Climate Emergency Action Plan itself — the ongoing spending embedded across departments: bike lanes that strangle commercial traffic, fleet electrification studies that go nowhere, staff time, consultant fees, and the inflationary pressure on property taxes from years of green line items buried in every budget.


Second, the Climate Emergency Reserve Fund — a dedicated pool of taxpayer money set aside specifically to fund climate-related projects. As shown on page 84 of the 2025 Annual Budget Update, this reserve fund holds millions of dollars that were extracted from London taxpayers to chase emissions targets the PM now admits were never achievable.

That money belongs to London taxpayers. Not to the climate bureaucracy. Not to consultants. Not to activist-driven pet projects. It belongs to the people who earned it and were forced to hand it over on the promise that it would address a “climate emergency” that the science never supported and that the federal government now concedes its own plan failed to address.


Council must return that surplus to taxpayers immediately — not find new ways to spend it, not reallocate it to adjacent green programs, not let it sit in a reserve fund waiting for the next climate initiative. Return it. Apply it against property tax bills. Let Londoners keep more of their own money.


The Election Is Coming — And So Is Accountability

There is a municipal election this fall. The political environment has shifted dramatically since 2019:

  • ·        The climate emergency narrative is collapsing under the weight of its own failed predictions and the PM’s own admissions.

  • ·        Tax fatigue is real and growing. The 2025 budget already hit Londoners with a 7.4% property tax increase — down from the originally planned 8.7%, but still far outpacing inflation and wage growth.

  • ·        The 2024-2027 Multi-Year Budget projects an average annual tax levy increase of 7.3% — a trajectory that is simply not sustainable for families, seniors, and small businesses.

  • ·        Candidates and incumbents who tie themselves to failed climate spending are going to have to explain that record at the door, in debates, and at the ballot box.

 

Council can get ahead of this now — by demonstrating that it can recognize a mistake and correct it — or it can wait for voters to do the correcting in October.

We are not issuing a threat. We are describing the political reality. The public is waking up to the climate exaggeration that has been used to justify years of tax increases, and they are going to hold someone accountable for the money that was taken from them. The only question is whether this Council wants to be on the side of accountability or on the side that needs to be held to account.


The Ask: Revoke CEAP and Dissolve the Climate Emergency Reserve Fund

Council made a mistake in 2019. Mistakes can be corrected — but only if you’re willing to admit them.


We ask Council to:

1.    Revoke the Climate Emergency Action Plan in its entirety — the declaration, the plan, all ongoing spending commitments, all staffing allocations. Stop all CEAP-related expenditures going forward.

2.    Dissolve the Climate Emergency Reserve Fund and return all funds currently held in that reserve to taxpayers — applied as direct property tax relief at the earliest possible billing cycle.

3.    Acknowledge publicly that the “climate emergency” declaration was based on political frameworks and model projections that have not been validated by observed data, and that the federal climate strategy those frameworks were built on has now been deemed a failure by the Prime Minister himself.

4.    Commit that future environmental decisions will be guided by verifiable, empirical science — not UN agendas, not activist campaigns, and not modeling that can’t pass its own validation tests.

 

The science was never there. The PM now admits the framework failed. The province is building pipelines. The public is waking up. And an election is coming.

The only institution still pretending CEAP made sense is this Council and City Hall.

Revoke CEAP. Dissolve the reserve fund. Return the money. And do it before voters return the favour in October.

Londoners are fed up with poor decisions by City Hall that hit our finances year after year. The climate spending was built on bad science and political agendas — not evidence. The PM knows it. The province knows it. And now every Councillor needs to know that Londoners know it too.


CCAL has been fighting this fight for years. We were right then. We’re right now. And with your help, we’ll make sure Council can’t pretend otherwise any longer.

Federal judge orders Nancy Guthrie Ransom Hoaxer into Inpatient Treatment ahead of sentencing

A federal judge has ordered the California man who sent fake ransom messages to the family of missing 84-year-old Nancy Guthrie into inpatient substance abuse treatment while he awaits sentencing, a move that raises fresh questions about accountability in a case that has tormented a grieving family for months.


Derrick Anthony Callella, 42, pleaded guilty to two counts of harassment using a telecommunications device after the FBI determined he sent fraudulent bitcoin ransom texts to Guthrie's daughter Annie and son-in-law Tommaso Cioni. U.S. District Judge John C. Hinderaker, who is scheduled to sentence Callella on September 10, amended Callella's release conditions to require him to reside at an inpatient substance-use treatment facility or halfway house and comply with all program requirements.


Nancy Guthrie, the mother of "Today" show co-host Savannah Guthrie, was reported missing from her home in the Catalina Foothills outside Tucson, Arizona, on February 1. She has not been found. The FBI continues to investigate her disappearance as a kidnapping-for-ransom case, and the underlying crime remains unsolved.


What Callella did, and admitted

The scheme was brazen in its cruelty and crude in its execution. Days after Nancy Guthrie vanished, Callella used a spoofed Voice over Internet Protocol phone account to send ransom-style text messages to her daughter and son-in-law. The VoIP account was linked to an email address registered to Callella himself, a trail investigators traced quickly.


In his plea agreement, Callella admitted sending the message: "Did you get the bitcoin? We're waiting on our end for the transaction." He also placed a brief phone call to a member of the Guthrie family seeking information about the investigation.


Callella told investigators, after waiving his Miranda rights, that he obtained the family's contact information from a website while following television coverage of Guthrie's disappearance. Prosecutors said he "wanted to see whether the family would respond."


The U.S. Attorney's Office for the District of Arizona stated that Callella "acknowledged that he knew an earlier ransom demand had been made" and "admitted that his actions were meant to harass the family by seeking information about the investigation into the missing person's disappearance." That earlier ransom demand, sent to local media outlets on February 2, was not Callella's work, and investigators continue to examine it as potentially legitimate.


Treatment instead of jail, for now

Under the amended release conditions, Callella must reside at the treatment facility, contribute toward the cost of his care as directed by the U.S. Pretrial Services Division, and follow all program rules. If he fails to comply, the U.S. Marshals Service is authorized to remove him from the program and place him in temporary custody. Upon completing treatment, he may reside at a home approved by Pretrial Services.


Fox News Digital reported it reached out to the U.S. Attorney's Office seeking additional information about why the court modified Callella's release conditions. No response was reported.


The question hangs in the air: why inpatient treatment for a man who deliberately exploited a family's worst nightmare? The court order does not explain the reasoning, and the public record offers no clarity on what substance abuse issues, if any, factored into the decision.


A plea deal that may let him walk

Each of Callella's two counts carries a maximum penalty of up to two years in prison and fines up to $250,000, plus up to one year of supervised release. But Breitbart reported that the plea agreement calls for five years of probation rather than prison time, meaning Callella may never spend a day behind bars for what he did to a family already enduring unimaginable anguish.


That outcome would be difficult to square with the facts. Callella did not stumble into this. He watched the news coverage, found the family's contact information, set up a spoofed phone line, crafted a message designed to mimic a kidnapper's ransom demand, and sent it to people who had no way of knowing whether their mother was alive or dead.


As , the FBI believes none of the ransom notes received by the Guthrie family were genuine, meaning the family was likely never in contact with actual kidnappers. That finding only deepens the cruelty of Callella's actions. Every fraudulent message consumed investigative resources and inflicted fresh trauma on people already living through a nightmare.


Five months and no answers

Nancy Guthrie's disappearance remains one of the most troubling unsolved cases in the country. She was 84 years old when she vanished from her home in the Catalina Foothills. The New York Post reported that Callella sent his fake ransom texts on February 4, 2026, and made a nine-second call to another family member, details that underscore how quickly opportunists moved to exploit the family's pain.


Callella's guilty plea is the only criminal case resolved so far in connection with the disappearance. The underlying kidnapping, if that is what happened, remains unsolved. No suspects have been publicly identified. Authorities have expressed concern about Guthrie's fate given her fragile health and reliance on daily medication.


The FBI has confirmed it is still investigating, and the earlier ransom demand sent to local media on February 2 remains under scrutiny. Whether that demand was genuine, and whether it might lead to the people actually responsible for Guthrie's disappearance, is unknown.


A system that rewards the wrong behavior

Set aside the unsolved kidnapping for a moment and consider what the system is telling Derrick Callella. He targeted a vulnerable family at the worst moment of their lives. He impersonated a kidnapper. He demanded cryptocurrency. He wasted FBI resources during a critical investigation. He admitted all of it.


And the system's response, so far, is inpatient treatment and the prospect of probation.

The court's reasoning for the treatment order remains unexplained. Perhaps there are legitimate medical or legal grounds that have not been made public. But from the outside, the trajectory of this case looks like one more example of a justice system that treats predatory conduct as a wellness issue, prioritizing the defendant's rehabilitation over the harm inflicted on victims.


Annie Guthrie and Tommaso Cioni received those texts not knowing whether they were from the person who took their mother. They had to process that fear, alert investigators, and wait, all because a man in California decided to test whether they would "respond." The emotional cost of that cruelty is not captured in a plea agreement or a treatment program.


What comes next

Callella's sentencing is scheduled for September 10 before Judge Hinderaker. If the plea agreement holds, he faces five years of probation. The maximum statutory penalties, four years in prison and $500,000 in fines across both counts, appear unlikely to be imposed.


Meanwhile, Nancy Guthrie is still missing. Her family is still waiting. And the only person held accountable so far is being sent to a treatment facility.

When the system treats a deliberate act of cruelty like a cry for help, it tells victims exactly where they rank.

The Thames Valley District School Board has posted 20 policy and procedure documents for public review.

 

 

The document concerning trans-identifying students — titled “TVDSB Compendium of Action for Affirming Transgender, Non-Binary and Genderqueer Students and Staff” — is classified as a guideline. That means it is explicitly optional. Schools are not required to follow it. If you don’t want it applied to your child or grandchild, the board’s own language gives you the argument.

There’s a catch, though: we can’t get a copy of it. A CPAL executive member requested the link from the board. Over a week later — no response. This is the document that guides how schools handle your children on this issue, and they won’t even let you read it.


October 26 Matters

A board under provincial supervision. Meetings suspended. Policies under review with limited public input. An election four months away.

The trustee election on October 26 is when you get your say. Ask candidates whether they support moving policy revisions forward while public meetings are shut down. Ask them why a guideline affecting your children isn’t available for you to read.
