Whistleblower alleges corruption and quid pro quo culture inside NYC's powerful hotel workers union

A whistleblower letter reviewed by Fox News Digital accuses the president of New York City's hotel workers union of presiding over a culture of gift-taking, lease manipulation, and self-enrichment, and multiple union sources with direct knowledge of internal operations have now corroborated key claims in the letter to Fox News Digital.
The allegations center on Richard Maroko, president of the New York Hotel Trades Council and leader of UNITE HERE Local 6, who ascended to the union's top post in the fall of 2020. The whistleblower letter charges that Maroko "had personal knowledge of, and either directly participated or directed others to misappropriate millions of dollars of retail income." It further alleges that he "accepted and allowed his Elected Officers to accept gifts of Hotel Rooms, Liquor, Gourmet Food and Electronic Items from Hotel Officials on a Quid Pro Quo System."
Two internal investigations, one conducted by a law firm chaired by attorney Vincent Pitta, the other by former Southern District of New York public corruption chief Brendan McGuire, found the allegations unsubstantiated. The union has dismissed the claims as "frivolous." But the corroborating accounts from people who worked inside or alongside the union paint a picture that doesn't square easily with the official denials.
Gifts, lobster rolls, and unusual access
At the heart of the whistleblower's accusations are two former hotel labor executives: Robert Lafferty, who worked for Highgate, one of the nation's largest lodging operators, and Michael Grosso, a former Hyatt labor executive. Both men allegedly provided union officials with food, top-shelf liquor, and electronic items, delivered in person to the union's 8th Avenue headquarters in Manhattan.
Fox News Digital reviewed photographs showing Grosso carrying large shopping bags into union offices. The union acknowledged the photos were genuine but insisted the bags contained only a pie.
A longtime union member and leader described what he witnessed to Fox News Digital:
"What I witnessed was Lafferty would come upstairs and have, like, really different access than most people. You don't get buzzed in and meet me at the conference room. That doesn't happen... This is like the count room in a casino. You don't just get to walk around."
Another source who worked with the union for decades described the access in blunter terms:
"They had unfettered access to the building, which I couldn't believe, they just came and went and that was just so like opposite of what we're about and any business for that matter. And they had unfettered access to the, I used to call it the Bermuda Triangle, they would go to legal, they would go to the union officials and they would go to [Maroko.]"
Lafferty allegedly brought luxury food items, including lobster rolls, from a Highgate-operated establishment to union offices. The same longtime union member posed a question that lingers: "In what universe does that look good, a bunch of union reps hanging out with management eating lobster rolls at the union office?"
A culture shift after the old guard left
Sources told Fox News Digital that the alleged conduct represented a sharp departure from the union's prior leadership. One source with decades of experience working with the union described a strict standard maintained for roughly 24 to 25 years under the previous president.
"For 25 years, maybe 24 years, there was a standard then that was really adhered to. [The former president] was very disciplined about it as far as receiving gifts and what you did and didn't do."
That source said the standard collapsed after Maroko took charge: "And the past five years when the new president came in, that was completely tossed." The shift wasn't immediate, the source added, "Pretty soon. It wasn't like they flipped the switch, but... it just wasn't important to him. I brought a bunch of things to his attention that he just wasn't interested [in]."
The Lafferty question: inside man to six-figure union post
Perhaps the most troubling thread in the whistleblower's letter involves Lafferty's trajectory. After serving as Highgate's labor executive, during which time he allegedly cultivated an unusually close relationship with Maroko and union leadership, Lafferty left Highgate and was hired as chief operating officer of HTC's Health Benefit Fund. His total compensation in that role exceeds $650,000 per year, according to the most recent financial disclosures.
A former union leader described the economic logic of the arrangement to Fox News Digital:
"If I could cut away one department [from being unionized], you're talking about millions of dollars per year over the life of a contract, and if Lafferty could deliver that to the owners, then what he's now doing is changing the entire economic structure of hundreds of millions of dollars in a real estate transaction."
The same former leader pointed to a pattern at properties where Lafferty brokered deals:
"If you look at every time Lafferty made a deal with [Maroko] on one of these new properties, you're going to see that all these weird deals are made where bargaining unit members are cut out. How come at your properties there's no front desk agents? How come at your properties food and beverage isn't under the union contract, but it is everywhere else?"
HTC spokesman Austin Shafran defended the hire, telling Fox News Digital that "Lafferty underwent a rigorous background check and was supported equally by both union and management representatives, as well as the CEO of the Funds." Shafran also acknowledged that hotel executives met regularly with union leadership, but said "those individuals had no different access than any other hotel representative."
The lease and the arbitrator
The whistleblower letter also alleges that Maroko deprived UNITE HERE Local 6 of up to $3 million in rental revenue by allowing HTC to use a Local 6-owned building at a severely discounted rate. Shafran responded that the lease was signed over 40 years ago and renewed over 20 years ago, adding that "the current administration had nothing to do with this lease" and that "the terms are fully legal." He said lease payments were "accurately and routinely reported in public filings and consistent with applicable federal law."
The first internal investigation reportedly found that the lease terms were set by a third-party firm, not by Maroko.
A separate allegation involves pressure on an arbitrator. The whistleblower claims Maroko and Lafferty pressured an arbitrator on the union's independent conflict resolution board to render a decision favorable to Highgate, and that Maroko threatened the jobs of both the arbitrator and his son unless the ruling absolved Highgate of monetary obligations to union members after it ceased managing a property. A federal district court later upheld the arbitrator's rationale as "well-grounded."
Two investigations, and questions about both
The union points to two investigations as proof the allegations are baseless. The first, conducted by Pitta's law firm, questioned 16 people across 23 interviews and reviewed what the firm described as "reams of documents." Its report stated: "We found no evidence during our investigation that supported the allegations that HTC and/or Local 6 officers accepted gifts of free hotel or discounted hotel rooms, expensive bottles of liquor, gourmet food or electronics from hotel management representatives."
On the photographs of Grosso carrying bags into union offices, the report offered a notably narrow finding: "This provision of a pie and other pastries by a hotel representative during business meetings with the Union did not constitute any improper conduct whatsoever." The report described the whistleblower's allegations as "completely devoid of merit" and "frivolous."
But Pitta himself characterized the document as "created after a preliminary and expedited review", not a final, exhaustive investigation. He also called it "a client-attorney privileged document which was stolen from our client's offices," raising its own set of questions about internal security at the union.
The second investigation was conducted by Brendan McGuire, the former SDNY public corruption chief, who was retained by the Hotel Association of New York City. Crain's New York Business reported on that retention in June. Shafran characterized both investigations as concluding that the claims were "frivolous, lack any factual basis, and were clearly an attempt to derail contract negotiations between the union and hotel management."
Neither Grosso nor Lafferty has been convicted of illegal gift-giving. No criminal charges, arrests, or federal investigations are reported as pending.
Maroko's compensation and the union's defense
The Center for Union Facts, an organization critical of labor unions, has scrutinized Maroko's compensation package, which is worth nearly $1 million annually. The group has argued Maroko is using members' dues for self-enrichment.
Hyatt, for its part, said it "promptly engaged an independent third party to conduct a thorough investigation, which found the allegations to be unsubstantiated." A Hyatt spokesperson added that Grosso "departed Hyatt before these allegations were raised and no longer has any role with Hyatt."
Shafran offered the union's most full-throated defense in a statement to Fox News Digital:
"Thankfully, these efforts failed as our union secured the best contract in its history that will provide unprecedented wage increases and benefits to tens of thousands of hotel workers. Nothing will ever deter the union from working every day to better the lives of our members and their families."
A strong contract is a real achievement. But a good outcome doesn't answer the question of whether the process that produced it was clean.
The broader pattern of institutional opacity
The HTC affair fits a familiar pattern in which powerful institutions, public or private, respond to internal dissent with investigations conducted by their own allies, then cite those investigations as proof of innocence. The first probe was preliminary and expedited by the investigators' own admission. The second was commissioned by the Hotel Association itself. Neither was conducted by an independent law enforcement agency or regulatory body.
Meanwhile, whistleblowers who raise concerns about institutional misconduct face an uphill battle regardless of venue. As AP News has documented, even in contexts as extreme as China's transnational repression campaigns, those who expose wrongdoing by powerful institutions face retaliation and surveillance, a reminder that the instinct to silence internal critics is not unique to any one system.
In New York, the whistleblower's identity remains protected by Fox News Digital. But the corroborating sources, people who describe what they saw with their own eyes inside the union's 8th Avenue headquarters, suggest the letter is more than a disgruntled employee's grudge.
What remains unanswered
Several significant questions remain open. Has any federal or state law enforcement agency examined the allegations independently? Did Maroko, Lafferty, or Grosso respond directly to Fox News Digital's requests for comment? What specific federal laws does the whistleblower allege were violated? And what does the full text of the internal investigation's finding on the lease arrangement actually say, given that the report's text appears to cut off mid-sentence?
The union has its talking points. The investigations have their conclusions. But the rank-and-file hotel workers whose dues fund Maroko's nearly $1 million compensation and Lafferty's $650,000 salary deserve more than a preliminary review and a declaration that everything is fine.
When the people running a workers' union live like executives and the investigators clearing them were hired by the very institutions under scrutiny, the workers aren't being protected. They're being managed.

Congo Ebola death toll passes 500 as frontline workers threaten to walk off the job

The Ebola outbreak tearing through eastern Congo has now killed at least 506 people, and the crisis is about to get worse. Frontline health workers in the hardest-hit province have issued a 24-hour strike notice to the government, threatening to abandon their posts over unpaid benefits, poor salaries, and a shortage of basic supplies, all while officials still cannot identify the outbreak's patient zero and have yet to trace what may be tens of thousands of exposed contacts.
Congo's Ministry of Health released updated figures Sunday night showing 1,561 confirmed Ebola cases since the outbreak was declared on May 15. The disease has now spread across three eastern provinces, Ituri, North Kivu, and South Kivu, with Ituri province serving as the epicenter.
The World Health Organization described the first month of this outbreak as the worst on record for Ebola. And the people tasked with containing it say they have had enough.
What the strike notice says
The Associated Press obtained a copy of the written strike notice, which was issued Sunday by frontline workers deployed both in and outside hospitals across Ituri province. The workers set a Monday deadline for the government to respond.
Their complaints are blunt. The notice states that workers have not been paid benefits since the outbreak began. They lack adequate supplies and equipment. Their salaries are poor. And they object to what they describe as the "arrogance" of response teams sent from Congo's capital, Kinshasa, along with the "excessive" use of labor imported from other provinces instead of prioritizing local workers in Ituri.
The grievances read less like a negotiating tactic and more like a list of systemic failures. These are the people drawing blood, tracing contacts, and staffing treatment centers in one of the most dangerous disease environments on earth, and they say their own government has left them without the tools or pay to do it.
It remains unclear how many workers the notice covers, what specific benefits have gone unpaid, or what total sum the government owes. As of publication, no government response to the notice had been reported.
A crisis compounding itself
The timing could hardly be worse. Enrollment for clinical trials had only just begun in the days before the strike threat emerged. A walkout by frontline workers would not only stall those trials but also cripple contact tracing and treatment, the basic mechanics of outbreak containment.
Officials still face a staggering backlog. They have acknowledged the need to trace "possibly tens of thousands of people" who have come in contact with infected individuals. Without the workers who do that tracing, the virus moves faster than the response.
This outbreak has already blown past 1,000 confirmed cases with contact tracing faltering and violence obstructing response teams in the region. Congo has endured 16 prior Ebola outbreaks, but this one is outpacing all of them in its opening weeks.
Adding to the danger, Breitbart reported that this outbreak is caused by the Bundibugyo strain of Ebola, a variant for which no approved vaccine or treatment exists. That distinguishes it sharply from the more common Zaire strain, against which vaccines were deployed during prior outbreaks. The absence of a proven vaccine makes the frontline response even more critical, and a work stoppage even more reckless to allow.
WHO sounds the alarm, again
WHO Director-General Tedros Adhanom Ghebreyesus has not minced words. In remarks reported by the New York Post, Tedros said:
"I'm deeply concerned about the scale and speed of the epidemic."
The WHO convened an Emergency Committee and approved $3.9 million in emergency funding to support the response. Tedros also noted that case numbers would likely shift as field operations scaled up, including strengthened surveillance, contact tracing, and laboratory testing.
The outbreak has already crossed international borders. Two confirmed cases were reported in neighboring Uganda, including in the capital, Kampala. Cases among health workers indicate healthcare-associated transmission, a pattern that typically accelerates spread inside clinics and hospitals.
The disease has reached even further. France confirmed its first Ebola case linked to the Congo outbreak, a development that underscored the growing international dimensions of the crisis. Congo subsequently tightened travel restrictions and quarantine measures in an effort to slow the spread.
A familiar pattern of institutional failure
For anyone who watched the catastrophic 2014 West Africa Ebola outbreak unfold, the parallels are hard to ignore. Delayed response, overwhelmed local health systems, cross-border spread, and international agencies scrambling to catch up, the pattern has drawn direct comparisons to the worst Ebola disaster in modern history.
What makes this moment especially grim is the internal collapse. It is one thing for an outbreak to overwhelm a health system from the outside. It is another for the workers inside that system to threaten to stop working because their own government cannot manage to pay them or equip them while they risk their lives.
The strike notice lays bare a dysfunction that no amount of international funding can paper over. WHO can approve emergency dollars. Clinical trials can enroll patients. But none of it works if the people on the ground, drawing samples, suiting up in protective gear, knocking on doors to trace contacts, walk away because they have not been paid since May.
The WHO eventually declared the Congo Ebola outbreak a global emergency, a designation that reflects both the severity of the disease and the inadequacy of the response to date.
What remains unanswered
Key questions hang over this crisis. Patient zero has still not been identified, a basic epidemiological step that shapes the entire response strategy. The government has not publicly responded to the strike notice. The number of workers covered by the threat remains unknown, as does the total sum of unpaid benefits owed.
The clinical trials that just began enrolling patients could stall if health workers make good on their threat. And the tens of thousands of contacts that officials say need tracing represent a ticking clock that does not pause for labor disputes.
Congo's government declared this outbreak. Its own Ministry of Health publishes the grim tallies. But the workers it deployed to fight the disease say they have been treated as an afterthought, underpaid, under-equipped, and disrespected by bureaucrats flown in from the capital.
When the people you sent to contain a deadly virus tell you they are ready to stop, the problem is no longer just the virus. It is the government that cannot hold its own response together.

Hundreds of firefighters battled forest infernos in France, Spain, Portugal and Greece today, where fires have devastated more than 17,000 hectares (42,000 acres) of land - an area more than one and a half times the size of Paris.
Authorities have registered more than 4,000 excess deaths following one of Europe's worst heatwaves in June.
Terrified tourists were running for their lives in a campsite in southern France on Friday as nearly 3,000 people had to be evacuated to escape sweeping flames.

(LifeSiteNews) — Archbishop Carlo Maria Viganò has written an open letter to the superior general of the Society of St. Pius X (SSPX) declaring that the Society’s “fidelity” amid its announced excommunication shows the failure of the “revolution” of the Second Vatican Council.
